Board of Education Hears HYA Presentation of Superintendent Leadership Profile; Discusses Budget Priorities; Approves Interim Superintendent’s Recommendations for the FY 2023 Capital Budget and FY 2023–2028 Capital Improvements Program

The Montgomery County Board of Education (Board) conducted a hybrid (virtual and in-person) special business meeting on November 18, 2021. During the meeting, the Board heard Hazard, Young & Attea Associates’ (HYA) presentation of a leadership profile report for the next Montgomery County Public Schools (MCPS) superintendent, discussed budget priorities; and approved the interim superintendent’s recommendations for the FY 2023 Capital Budget and FY 2023–2028 Capital Improvements Program.

HYA Presentation of Leadership Profile

The search firm, Hazard, Young, Attea & Associates (HYA), presented a leadership profile report for the next MCPS superintendent based on input from more than 5,000 Montgomery County stakeholders. HYA found that the most important qualities stakeholders are interested in include accessibility, financial experience, cultural responsiveness, and the professional and educational experience necessary to manage a large school system. Stakeholders want a student-centered relationship-builder who supports and respects principals, teachers and staff.

Budget Priorities

The Board shared its budget priorities for Fiscal Year (FY) 2023 to help MCPS staff prepare for the FY 2023 operating budget. The Board will hear an overview and timeline of the budget at its December 2, 2021, business meeting.

Boundary Studies

The Board approved boundary recommendations for the new Gaithersburg Cluster Elementary School #8 and the Bethesda, Somerset, and Westbrook elementary schools. The Board also approved a new boundary study to determine the service area for Clarksburg Elementary School #9 in spring 2022, which will include Clarksburg, William B. Gibbs, Jr., Little Bennett and Wilson Wims elementary schools.

Interim Superintendent’s Recommended FY 2023 Capital Budget and the FY 2023–2028 Capital Improvements Progra

The Board unanimously approved an FY 2023–2028 Capital Improvements Program (CIP) request of $1.767 billion, and an FY 2023 Capital Budget appropriation request totaling $551.289 million.

The $1.767 billion recommendation is an increase of $148.3 million more than the previously approved CIP.

The six-year plan addresses the facility, capacity and infrastructure needs of MCPS. It includes expenditure recommendations for FY 2023–2028 and provides the recommended FY 2023 Capital Budget funding appropriation authority to implement the CIP during the fiscal year that begins July 1, 2022, and ends June 30, 2023.

Future Meeting

The Board is scheduled to hold its next business meeting on December 2, 2021.  The Board will meet in a hybrid format (in-person and virtually).  The agenda is subject to change. Please check the Board website and meeting calendar for further information.

About the Board of Education

The Board is the official educational policymaking body in the county. The Board is responsible for the direction and operation of the public school system. The Board consists of seven county residents elected by voters for a four-year term and a student elected by secondary school students for a one-year term.
