MCPS Increases Compensation and Provides Other Guarantees for Substitute Teachers

As an important step towards continuing in-person learning, Montgomery County Public Schools (MCPS) and the Montgomery County Education Association (MCEA) have signed a Memorandum of Understanding (MOU) to increase salary rates for substitute teachers, effective this month. The MOU also identifies other important guarantees that make MCPS one of the most desirable districts for substitute teachers to work. 

MCPS is committing the resources necessary to recruit and retain a pool of qualified and ready substitute teachers. Certificated short-term and long-term substitute teachers will see an increase of 7.3 percent and 8 percent, respectively. Noncertificated short-term and long-term substitutes will see increases of 5 percent and 6 percent, respectively. These increases recognize the support and stability that these teachers provide to MCPS students.

MCPS leads the region in most categories of substitute teacher pay. The district pays the most to its long-term substitutes at all levels when compared with surrounding school systems, regardless of size. Short-term substitutes working with MCPS are paid at or near the top of the scale, depending on whether they fall in the certificated, non-certificated or associate degree category.

The MOU also provides other incentives for substitute teachers that include:

  • A permanent substitute pilot program: Substitute teachers hired to fill these positions will be guaranteed work for a full day for every planned school day through the end of the 2021-2022 school year with a guaranteed daily rate of $236.50 for certificated, $218.90 for non-certificated and $211.90 for associate-level substitute teachers, representing increases ranging from 2.7 percent to nearly 8 percent.

  • Substitute Operational Impact Days: On days that typically receive higher-than-normal teacher and substitute shortages, such as days before or after a holiday, short-term substitutes will receive a stipend of $60 on top of their daily rate. Substitute teachers who provide additional class coverage will receive $40.00 per class period. 

  • Access to KN95 masks and take-home COVID-19 testing kits.

Substitute teachers provide:

  • A quality education for students. Substitute teachers make sure students do not miss a beat when their regular teacher is absent. 

  • Necessary support for schools to function smoothly. A substitute teacher means that other teachers in the building do not need to cover a class for the absent teacher.

  • A sense of security. Effective substitutes make teachers feel confident that their class is in good hands when they’re absent. 

MCPS considers this an important step in securing the substitutes needed for schools; the district will continue to employ a number of innovative and unique strategies to address staffing shortages that pose particular operational challenges across employee groups.
