SUMMARY DESCRIPTION OF CLASSIFICATION: Under the supervision of the superintendent of schools, the chief operating officer is responsible for the oversight and integrated management of the Office of Chief Operating Officer Operations and the offices of, Office of Districtwide Operations, Human Resources and Development, and the Office of Finance as well as other critical operations functions of the school system. Collaborates extensively with the deputy superintendent and other system leaders to provide accountability and coherence of coordinated organizational leadership to ensure the implementation of the school system's strategic goals, objectives and the aligned priorities. Develops, directs, coordinates, and maintains an integrated financial program for MCPS including all fiscal operations; and long-range planning activities; transportation; facilities and materials management; security; human capital management; and labor relations. Serves as the principal advisor to the Board of Education and superintendent in matters related to all fiscal, management, planning and other MCPS support services.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Is an expert leader in finance with experience managing the operations of a multi-billion dollar large organization. Promotes visionary leadership through strategic planning; proactive problem-solving, and results driven actions. Demonstrates student-focused leadership that reflects the core values of learning, relationships, respect, excellence, and equity. Extensive knowledge of federal, state, local and Board of Education laws, policies, regulations and procedures relating to financial management and supportive services. Extensive knowledge of sound management principles including continuous improvement (CI) principles, and budget, planning and financial management practices. Demonstrated ability to develop a unified financial management and planning program, with responsibility for developing budget plans and requests, controlling expenditures, and related activities. Ability to coordinate activities of several units providing an extensive array of comprehensive services. Promotes visionary leadership through strategic planning; proactive problem-solving, and results driven actions. Demonstrates student-focused leadership that reflects the core values of learning, relationships, respect, excellence, and equity. Experience supervising and evaluating executive staff using professional growth standards. Understands and demonstrates evidence of effective engagement of internal and external stakeholders. Excellent leadership, management, oral and written communications, interpersonal and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in business, finance, educational administration or related field. Considerable responsible public school leadership experience including management analysis, budgeting, planning and fiscal management, human resources and development and districtwide operations. A combination of experiences in these areas at other large educational institutions or government organizations will be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Models exemplary leadership strategies for the Chiefs of District Operations, Human Resources and Development, the Associate Superintendent of Finance and department directors and other staff to emulate in promoting the continuous improvement of MCPS programs and services.

Plans, develops, directs, coordinates, and maintains an integrated MCPS financial program in support of the Board of Education and superintendent's commitment to unified, effective financial management and long-range planning.

Serves as principal advisor to the Board of Education and superintendent in matters related to financial management and planning activities providing direction and oversight regarding the annual operating budget and Capital Improvements Program (CIP).

Monitors each of its offices, departments, and division strategic plans to ensure that they are aligned to the MCPS Strategic Plan.

Works with each office and department to develop, monitor, and assess short-and long-term goals and performance measures.

Prepares items for the Board of Education action, discussion, and information relating to schools, procurement, facilities management, budget, materials management, transportation, labor relations, and all financial matters.

Is responsible for coordinating the development of the superintendent's operating and capital budgets and acts as a liaison with the County Council and county government staff on budget and fiscal matters.

Oversees, monitors, and facilitates the integration of the projects/initiatives identified by the Board of Education and the Superintendent of Schools.

Engages in authentic collaboration and relationship building with internal and external stakeholders.

Utilizes the Equity Impact Questions to view all work through the lenses of race and equity.

Through the Office of Human Resources and Development, under the leadership of the Chief of Human Resources and Development, recruits, selects, and works to retain the most qualified and productive employees to serve the diverse needs and quality expectations of the school system to achieve workforce excellence.

Through the Office of District Operations, under the leadership of the Chief of Districtwide Operations, oversees the Departments of Facilities Management, Negotiations and Labor Relations, Transportation, systemwide safety and emergency management. Through this office, develops and advocates for the Capital Improvements Program (CIP).

Through the Office of Finance, under the leadership of the Associate Superintendent for Finance, oversees the Budget unit, the Employee and Retiree Services Center (ERSC), school and financial operations, and the investments unit. Develops and advocates for the annual operating budget, as well as any additional federal relief funds.

Ensures a sound, fiscally responsible program of employee benefits, including life and health insurance, retirement, and pension programs.

Leads in designing and implementing a management analysis program and directs the development of policy guidelines that protect school system resources by helping program managers control expenditures while providing efficient, effective service.

Maintains a close working relationship with officials from other agencies such as Montgomery County Government, the Maryland State Department of Education, other school districts, and local, state, and federal governments comparing management and planning practices with those of MCPS and recommending improvements.

Meets with community groups to articulate the school system's vision, goals, and programs, representing the superintendent in such activities when requested to do so.

Serves as a member of the superintendent's Cabinet and performs related responsibilities as required.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
