SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Board of Educations Chief of Staff, the Staff Assistant for Board Governance and Operations provides support for the governance and operations of the Board of Education, including but not limited to coordinating preparation for Board business meetings, hearings, retreats, trainings, work sessions, orientations for new Board members, agenda-setting, special/emergency meetings, and other duties related to the fulfillment of the Boards statutory duties. Supports the Boards in its quasi-judicial functions. Staffs the Ethics Panel and Policy Management Committee. Responds to inquiries on Board meetings and official Board actions. Provides research and analytical support on program and constituent issues and advises the Board on governance, management, operational, and procedural issues.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the responsibilities and practices of local boards of education, and respective authority and roles of the Board of Education and the Superintendent of Schools. Particular knowledge of MCPS, its organization, and stakeholders desirable. Thorough understanding of pre-kindergarten through Grade 12 public education. Thorough knowledge of governance functions and operations, as well as process management. Understands the function of governing an organization, and the ability to ensure compliance with the five functions of governance through design, and implementation to advise and direct the actions and affairs of management and others. Ability to manage and respond effectively to challenges and juggle multiple priorities. Excellent project management skills and attention to detail. Ability to perform research, administrative and analytical assignments of a difficult and complex nature and to exercise good judgment and discretion in the performance of such duties. Thorough knowledge of the principles and practices of conflict resolution. Excellent oral and written communications and human relations and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Graduation from an accredited college or university with a Masters degree in public relations, public or business administration, education, or other related field, or equivalent training and experience. Minimum of five years experience working in one or more of the following areas: public administration, public policy, law, labor relations, complaint management, or logistics and planning. Documented experience in research/professional writing and editing, including position papers, policies, and regulations. Familiarity with legal processes of school systems desirable. Documented experience in the field of customer satisfaction/relations, mediation, conflict resolution and complaint management. Strong organizational and planning abilities. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent night and weekend work well beyond a normal work week and timely respond to work requirements is required. Must be available to attend all meetings of the Board of Education, including evenings and weekends.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Focuses on the governance and operations of the Board, including coordinating preparation for high-level Board business meetings, hearings, retreats, work sessions, orientations for new Board members, Board member swearing in ceremony, special/emergency meetings, and other activities related to the Boards fulfillment of its statutory duties.

Provides professional support at Board business meetings, including but not limited to coordinating agenda development, drafting Board materials, overseeing posting of materials, serving as liaison with superintendents office and administration regarding preparations, providing support to Board president in facilitating meeting, monitoring issues addressed at these meetings, etc.

Provides professional support for Board committees, including the Policy Management Committee and other ad hoc committees.

Serves as ethics officer and provides principal staff support for the Ethics Panel, including answering questions from staff and the community regarding the ethics policy, processing requests for advisory opinions, and processing complaints.

Coordinates the annual financial disclosure process with the administration, as well as the Ethics Panels review of the forms.

Manages all quasi-judicial functions/appeals matters before the Board, including case management, interaction with parties, ensuring adherence to procedures, directing drafting of Board decisions, and serving as Boards liaison to outside legal counsel.

Manages projects related to Board functions, such as developing annual Board meeting calendar, updating the the Boards Operations Handbook, collaborating with outside counsel regarding Open Meetings Act and Maryland State Board of Education complaints, and reviewing contracts to ensure they are supported by Board action.

Organizes and administers special projects for the Board, such as the superintendent search process, including the process for selecting a superintendent search firm.

Assists the Boards chief of staff in the performance review of superintendent of schools, including goal setting, evaluations, contract amendments, and with other personnel-related matters.

Develops, organizes, and prepares materials for processes related to appointment of Board members and appointments to the Boards advisory committees.

As directed by the Boards chief of staff, provides oversight of the operations of the Board Office, Board staff recruitment/interview processes, and developing/adjusting other processes as necessary.

Writes and edits resolutions, letters, testimony, reports, talking points, and other Board documents/correspondence.

Answers community and staff questions regarding the Boards governance functions.

Identifies, researches, analyzes, and troubleshoots issues in order to provide advice and assistance to the Boards chief of staff, Board officers, and Board members.

Collaborates with Board members, the Boards chief of staff, and the superintendents executive staff to facilitate fulfillment of the Boards governance functions, community concerns, and other matters related to the work of the Board.

Understands and applies principles of performance evaluation and professional growth for employees.

Performs related duties consistent with scope and intent of the position.
