SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of Division of Facilities Management, is responsible for planning and administering the countywide school plant operations program and for ensuring that schools and buildings are safe and clean and that heating and air conditioning equipment is in proper operating condition. Supervises, organizes, and leads staff and facility operations to ensure all aspects of facility operations are functioning properly and efficiently. Physical Demands: None. Special Requirements: Ability to respond to emergency situations at any time and to work unusual hours or overtime as required.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the Board of Education, local, state, and federal laws, rules, policies, regulations and procedures dealing with building operations. Thorough knowledge of school plant and building service practices, procedures and methods. Ability to plan, administer, and maintain effective and efficient school plant and building service programs for MCPS. Excellent organizational ability. Excellent oral and written communications and human relations skills.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Bachelor’s degree from an accredited college or university on school administration, facilities management, business administration, or a related field required. Minimum of five years of increasingly responsible leadership experience related to plant operations functions in a large private or government organization preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.Certificate License:None.

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES:Develops and administers a comprehensive school plant operations program and leads staff to maintain clean, safe, and functional environments in over 200 school and administrative buildings.Evaluates operational efficiency and implements improvements to optimize building performance and resource utilization.Establishes and enforces district-wide custodial and maintenance standards.Manages and is accountable for budgeted resources, including personnel, supplies, and equipment.Oversees procurement and inventory management of custodial supplies and equipment.Provides leadership and oversight for the training and professional development of building service personnel.Develops and coordinates workshops on modern cleaning techniques, equipment use, safety protocols, and minor maintenance.Evaluates and supports school-based administrators in supervising and assessing plant operations staff performance.Ensures the proper implementation of preventive maintenance, as well as minor repairs by custodial personnel.Collaborates with the Division of Maintenance to prioritize and coordinate facility repairs and work orders.Leads initiatives to improve indoor air quality, fire safety, and energy efficiency.Responds to facility-related emergencies, including inclement weather, HVAC failures, and security concerns.Ensures that appropriate personnel are available for after-hours coverage of school events and external facility use.Ensures compliance with federal, state, and local regulations related to school facility operations.Provides guidance to school principals and district leaders on facility management best practices.Coordinates the use of district buildings by external organizations and community groups in collaboration with the Interagency Coordinating Board (ICB)Implements continuous improvement strategies aligned with district goals and strategic planning initiatives.Leads data-driven decision-making processes to enhance operational efficiency and cost-effectiveness.Responsible for supervising all department staff including Central Office and Service Center managers, and Preventive Maintenance Teams.Oversees all department functions to ensure efficient and effective service delivery.Prepares and manages the department’s operating budget in coordination with the Division of Facilities Management.Provides training and professional development opportunities to ensure effective management of school facility operations.Manages all personnel matters, including compliance with union contracts, performance evaluations, professional development plans, reclassifications, status changes, grievances, and safety protocols.Performs other related duties consistent with the scope and intent of the position.
