WORKING TITLE: Principal, Mark Twain School GRADE: P MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides for the orderly operation of middle and senior high school educational programs serving students with serious emotional disturbance in Grade 6-12 as prescribed by Montgomery County Public Schools (MCPS), state, and federal policies and procedures. Provides for instructional leadership and support and the coordination of related services as required by each student's Individualized Education Program (IEP).
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of adolescent behavior, nature and needs of students with serious emotional disturbance; MCPS, state, and federal policies and procedures related to education of students with disabilities and to MCPS curriculum and instruction for students in Grades 6-12. Knowledge of management practices which promote the efficient, effective operation of the school. Ability to work effectively with students, parents, staff, and other professionals during times of stress and high emotionality. Ability to develop and implement individualized behavior management plans. Skill in conflict resolution. Excellent oral/written communication, human relations, problem solving, and decision-making skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with course work in the areas of secondary education, special education, and administration and supervision. Doctor's degree preferred. Considerable experience as a regular and special education classroom teacher. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and sills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for principal and supervisor, or Administrator II and special education or related field.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to assist staff in physical restraints, as needed.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attends evening and weekend activities; i.e., parent meetings, Board of Education meetings, individual parent/student conferences, and community involvement activities related to the program.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides leadership at the school level and is responsible for the total school program and related activities.

Develops and defends the local and federal budget for the school.

Works with MCPS central and field office staff and other governmental agencies (Health Department, Juvenile Services Administration, Family Services, and Protective Services) and private therapists and psychiatric hospitals in providing appropriate programs for students.

Ensures compliance with local, state, and federal laws which relate to providing educational programs for students placed in the program.

Consults, plans, and evaluates with the director, Department of Special Education, on the goals, objectives, and needs to support the school program. Evaluates, through systematic data gathering, the status of the individual school as an organization, and its present strengths and needs which relate to teachers, students, and parents. Consults, plans, and evaluates with staff on instructional goals and objectives involving revisions of techniques, methodology, and organization. Attends workshops, seminars and national and regional conferences in order to maintain knowledge and skills necessary to perform the functions of a curriculum leader. Reviews literature to maintain current knowledge of innovative practices and research projects.

Interprets the instructional program of the school to the community. For example, meets with the school trustees, PTA, and parent study groups.

Interviews and recommends selection of staff. Provides supervision of professional and supporting services staff and ensures that performance evaluations are properly completed. Provides advice and counsel for employees who need to see a change in status.

Works with host school principals, and school and field office staff to facilitate smooth running of satellite programs.

Performs related work as required.
