SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction and supervision of the director of the Office of Human Resources, assists with the administration and coordination of the functions for OHR. The position is responsible for coordinating a variety of activities between the Department of OHR, DRA, schools and central offices; implementing, monitoring and evaluating department program initiatives; preparing recommendations and impact information for director, and analyzing data and preparing summary information.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES:
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with an emphasis in educational administration or personnel; experience in data analysis; school-based or central office administrative experience preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in he position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for teacher, principal and supervisor or Administrator I. Possession of a valid Maryland Class C driver's license or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Required to attend frequent night meetings and to work nights or weekends as deadlines require.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Coordinates legal affairs concerning department including EEOC, ADA, and Affirmative Action.

Coordinates all personnel employee investigations, grievances and law suits; compiles information from a variety of external and internal sources; determines need for a full investigation; initiates the appropriate level of investigative inquiry to protect the interests of MCPS; conducts investigations as necessary and assigns investigation workload when outside assistance is required; prepares confidential reports on all investigations which may serve as the basis for personnel actions.

Writes reports and prepares materials for transmittal to the BOE; prepares written recommendations, reports, and analyses on a variety of personnel matters such as employment discrimination complaints, balanced staffing, and policies and procedures.

Assists in the financial management of the departmental accounts.

Represents the Director of Personnel Services at meetings and sessions as appropriate.

Co-chairs steering committees and program efforts.

Assists in the day to day operation of the Department of Personnel Services as requested by the department director.

Performs other duties as assigned.
