WORKING TITLE: Specialist, Court Liaison GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of the department of student services and/or designee, provides support and services to students (and families) who are involved in the judicial system; provides transition services as students enter and exit the judicial system; reviews and summarizes student academic records and provides this information to school system, court, and judicial services staff. Collaborates with school administrators, counselors, pupil personnel workers, teachers and other appropriate staff. Serves as a liaison with county, school, and community agencies and service providers. Supports MCPS in efforts to reduce the truancy and drop out rate.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS policies, regulations and procedures. Knowledge of instructional programs, particularly at the secondary level. Knowledge of state and local disciplinary policies and the dynamics of adolescent behavior, behavior management strategies, and interpersonal relationships. Excellent skills in human relations, communication (oral and written), problem solving, conflict resolution, and case management. Skilled in the collection, monitoring, and analysis of data. Ability to positively and productively collaborate with MCPS staff as well as with staff in local, county and state agencies. Knowledge of school system, community, and state resources and services for adolescents and their parents.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with course work in human growth and development, counseling techniques, social casework, family dynamics or other related courses. Experience as a classroom teacher. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for pupil personnel worker, school psychologist II or related field or meets Maryland state Board of Social Work Examiners licensure for social worker.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Requires travel between the Court House, the Juvenile Assessment Center, and county/MCPS facilities on a weekly basis.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Serves as a case manager. Collects, analyzes, and reports data.

Serves as a liaison for school system staff, the court, Juvenile Services, Child Welfare Services, Social Services and Health and Human Services, and other agencies, in providing supports and resources to students (and families).

Problem solves and identifies prevention and intervention strategies for student success.

Promotes an understanding of adolescent development, effective instructional practices, behavior supports, and works to strengthen the relationship between educators, adolescents, parents, and service providers.

Makes appropriate referrals to resources/services to facilitate educational, mental health, and behavioral needs.

Develops supports and interventions for drop out prevention to ensure compliance with MCPS and state regulations.

Chairs the Transition Team.

Serves on the Interagency Truancy Review Board, and chairs the meetings as needed.

Confers with staff, parents and students to determine current educational status and needs.


Assists the court in obtaining, reviewing, and summarizing school records for identified students.

Assists in obtaining appropriate assessments.

Facilitates the educational placement of students referred to the court.

Works with agencies to identify and develop community-based programs and services.

Performs related duties and other tasks as assigned.
