Summary Description:
Under supervision, reviews and requests documentation from contractors to assure compliance with all government Minority Business Enterprise (MBE) regulations. Attends pre-bid conferences, bid openings and provides assistance to majority and minority contractors to facilitate compliance. Maintains records needed to assess compliance. Prepare reports to supervisors and the State showing the compliance rate. Maintains a database of minority contractors. Submits paperwork for MBE compliance, contract and change order approval by the State. Monitors State expenditures after preparing payments to obtain timely reimbursement and track the State receivable account. Prepares close-out documentation for State funded projects.

Must have knowledge of public sector contracting and MBE participation requirements; excellent human relations skills facilitating effective interaction with MBE^s, contractors and school system employees; excellent written and oral communications skills. Must be thoroughly familiar with MCPS encumbrance and payment practices. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).

Education Training Experience:Bachelors degree required. Masters preferred. Course work in accounting, finance or business administration with substantial course work in accounting, finance or related field plus two years of progressively more responsible experience in fiscal or budget management.. Experience in analytical and interpretive accounting or auditing work. Advanced computer skills in Microsoft Excel (spreadsheet), Oracle databases, and Financial Management System (FMS). Intermediate computer skills in Word, Outlook, PowerPoint, Visio (charting software), and Maximo (or similar). Basic skills in File Maker Pro or similar database software.Certificate License:None

Example Duties:1. Review MBE material and documents when submitted to determine accuracy and compliance. 2. Provide MBE reports on percentage participation for State and county funded projects as well as progress reports for MCPS to monitor the program goal. 3. Maintain MBE database to assist contractor^s compliance. 4. Attend bid openings and pre-bid conferences to provide contractors with MBE assistance. 5. Provide general information to minority vendors and assistance in filing bids, applications, and certification requests. 6. Represent MCPS at outreach activities. 7. Submit MBE and contract documentation to State for award approval. 8. Review changes orders to ensure compliance with contract documents and submit to State Audit requisitions from architects/engineers and contractors and prepare approval for payment. 9. Apply for State reimbursement based on payments made and change order approval. 10. Assist in other duties as directed. Performs related work as required.
