WORKING TITLE: Accountabiltiy Support Specialist II GRADE: 23 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under supervision, coordinates accountability activities which may include data analysis and validation used to determine whether students, schools or the district meet local, state, or federal accountability standards. Work involves collecting and reporting data for state-mandated assessments and/or surveys. Work supports accountability demands of No Child Left Behind and Bridge to Excellence. May communicate with deputies' offices, principals and school staff over challenges and problems. Must identify solutions within a short time period. Clarifies and interprets policy with the state. Requires regular work with embargoed and highly sensitive data. Ensure security of data with discreet handling. Creates, monitors and modifies databases of student and school accountability data. Requires excellent judgment and ability to communicate with others. Work is highly technical and detailed with a commitment to quality assurance.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the MCPS organization and accountability as captured in No Child Left Behind and Bridge to Excellence. Ability to analyze and validate data; problem solve the implementation of state and school policies. Considerable knowledge of assessments and other data collection methods, data analysis and report production. Considerable knowledge of Microsoft Office, web applications, and other statistical and programming applications. (e.g., SPSS, SQL) Ability to perform statistical calculations. Ability to work with web programs for publishing data and reports. Ability to respond to questions from community superintendents, principals, and other school staff on interpretation of results and analyses. Attention to detail and ability to establish review process to create error proof products. Ability to work independently to seek out sources of information. Ability to organize and manage several tasks or projects with concurrent time sensitive deadlines. Assist in the design and writing of reports. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Three years experience in assessment/survey distribution and receipt control of data from a variety of sources; checking statistical data for errors and solving problems relating to statistical data; experience in report writing. Experience working with a variety of individuals within MCPS (i.e. work units/departments/ schools), parents, and outside community members for distribution and explanation of data and reports. Experience working with school system budgets and timelines. Other applicable training and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, will be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Assists with creating an error free database for verification of MCPS graduation requirements.

2. Collects data for state-mandated assessments/surveys.

3. Provides reports concerning school and student data to the Superintendent, the Board of Education, the Maryland State Department of Education, teachers, students, and the community, as requested.

4. Coordinates activities to accurately report data to be used for school system accountability.

5. Assets with the coordination of all aspects of a project and the interpretation and reporting of accountability results for schools and students.

6. Meets with school staff, other offices to coordinate the delivery and receipt of assessments and surveys.

7. Uses appropriate data collection tools for providing data for assessments/surveys.

8. Produce student rosters, home reports, and conduct preliminary analysis on databases.

9. May write, test, monitor, and maintains an error free database of student and school assessment/survey data.

10. Collects and reports data to satisfy requirements stipulated by No Child Left Behind and Bridge to Excellence.

11. Writes programs to correct data integrity errors, ability to load and unload data etc. and follow quality assurance guidelines.

12. Coordinates data reporting with IQMS student systems to ensure data reporting process is executed accurately and timely.

13. Strong technical writing skills needed for reports and other publications.

14. Troubleshoots logistic and statistical data problems and provides technical assistance on numerous aspects of data interpretation and reporting.

15. Responds to technical question on issues.

16. Maintains system security.
