Site Administrator Specialist

WORKING TITLE: Site Administrator Specialist GRADE: 23 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, negotiates and acquires easements, rights-of-entry, permits and other rights to be acquired without cost in connection with new school construction, additions and modernizations; secures State Public School Construction Program approval for acquisition and disposition of school sites; participates in weekly Subdivision Review Committee meetings to review preliminary plans for new subdivision applications throughout county; serves as point of contact and staff resource for committees (e.g., School Transportation Efficiency Planning, Site Selection) involved in real property acquisition and management; manages future sites inventory through agricultural and interim leasing, and coordinates maintenance to control noxious growth; develops official documents (e.g., Memoranda of Understanding, etc.) for real property management transactions. Work of this class involves performing a wide range of real property management responsibilities to support the Montgomery County Public School (MCPS) System's negotiation, purchase, acquisition, and management of school land and improvements.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of prevailing practices, procedures, market valuation techniques and realty issues for real property management. Knowledge of contract and eminent domain law. Knowledge of negotiation strategies and techniques. Ability to judge site characteristics in regard to the feasibility or adaptability for school use. Ability to read and comprehend engineering and construction drawings, topography, zoning, master plan, and tax maps. Excellent oral and written communications and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. College coursework in civil engineering, planning, or real estate appraisal, titles, environment, and business administration preferred. Experience in land planning, land development, land acquisition, or real estate. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Real Estate license is preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Site visits may require climbing, special footwear.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Negotiates for and acquires easements, rights of entry, and permits in connection with existing school sites and new construction, modernizations, and additions; reviews and negotiates right-of-way grants requested of the Board of Education by other agencies; prepares Board of Education resolutions granting such requests when appropriate.

Drafts Memoranda of Understanding and Joint Use Agreements between the school system, municipalities, local and state agencies for the use of recreation space on school sites; follows documents through review and approval stages to final execution; prepares draft letters of response to the public.

Moderates the Site Selection Advisory Committee and other committees (STEP); serves as the point of contact for Committee; develops agendas and other materials for committee review; makes presentations to Committee on site selections and other matters based on research and information gathered; drafts final report of committee recommendations (e.g., site selection, road improvements, etc.).

Reviews preliminary subdivision plans for their effect on school property and makes recommendations to developers for safe pathways, buffering, fencing, etc. without cost; evaluates master plans, zoning and topographic, soil, and tax assessment maps concerning real property targeted for acquisition and works with the Team Leader to identify opportunities for acquisition without cost or at reduced cost.

Manages future school sites through agricultural or interim leasing as appropriate; negotiates lease terms and rates; collects and processes lease payments from site users and adjusts rental rates as necessary when leases are renewed.

Procures independent fee appraisals for site acquisition and title insurance purposes, Phase I Environmental Assessments, and state required historic recordations; evaluates appraisals and recommends payment for services.

Resolves encroachments and maintenance issues between MCPS and adjacent property owners; identifies and notifies adjacent property owners of MCPS plans to modernize existing schools or construct new facilities.

Obtains State Public School Construction Program approval for acquisition and disposition of school sites and notifies the state of changes in status of existing school facilities.

Manages records of site acquisition and disposition activities for annual reporting; maintains and modifies electronic real property databases.
