SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, performs support and outreach work involving parents and the community. Work involves planning, recommending, and implementing programs to engage parents and the community in schools. Identifies local school needs and system wide initiatives that can be met through volunteer, business, and community resources; identifies parent and family needs that can be met using school and community resources. Establishes partnerships with parent, community and business organizations to support schools; maintains bank of outside resource speakers for schools and provides assistance to schools seeking speakers with particular areas of expertise. Coordinates system wide volunteer programs including training for volunteer coordinators and collection of system wide volunteer data. Coordinates the Parent Academy including collaboration with parent stakeholders, selection of workshops, recruitment of presenters, logistical support, and evaluation of workshops. This is a multi-position classification and, while duties and responsibilities may vary somewhat from school to school based on school needs and programs, the level of the assigned work is very similar.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of school programs, the school community and organizations, and available community services and resources in Montgomery County. Ability to make presentations to business, community and parent organizations and increase partnerships with MCPS. Ability to work effectively with school staff, parents, the community, local organizations, and diverse socioeconomic groups. Ability to develop and implement programs to involve parents and the community in schools and system wide initiatives. Ability to exercise considerable judgment and initiative in completing assigned duties under general supervisory direction. Excellent oral and written communication and human relations skills. Ability to work with students, teachers, parents, community members, and school leadership staff. Ability to oversee the work of clerical and volunteer staff. Working knowledge of word and data processing skills, including, in particular, knowledge of EXCEL and FileMaker Pro required. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. College level coursework in community relations, public administration, journalism, or related field. Demonstrated experience in developing and implementing community outreach and staff development. Experience working with family and school relationships and civic, business, and community partnerships. Knowledge of microcomputer hardware and software, multimedia, and other communication technologies. Successful experience in writing/editing written communications. Excellent knowledge and understanding of relevant laws, policies, and procedures. Other combinations of applicable education, training, and experience equivalent to a Bachelors degree, which provide the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the position.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Requires full participation and involvement in the family and community partnerships process. The individual must be able to facilitate meetings with diverse groups of participants. Requires participation in evening and weekend meetings and events. Overtime may be required to meet deadlines and attend meetings or seminars.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Works and consults with families and civic, business, and community partners to promote and support achievement and student development.

2. Promotes community and parental involvement with particular emphasis on constituencies who have been traditionally underrepresented.

3. Provides training and technical assistance to school-based volunteer coordinators, prepares reports, collects, disaggregates, and interprets data to enhance changes in practice.

4. Works closely with Student Service Learning Coordinator to enhance volunteerism opportunities within school communities.

5. Seeks out and develops relationships in the educational, professional, and business communities to increase partnership capacity, volunteerism, mentorships and internal opportunities.

6. Facilitates planning, consultation, and provides tools to increase school¿s capacity to partner within the community.

7. Develops and implements communication(s) and presentation plans to support OCEP¿s outreach initiatives.

8. Assesses, plans, creates, coordinates, and evaluates communication strategies and channels to improve and enhance communications to families; civic, business, and community partners; and internal and external stakeholders.

9. Plans and facilitates meetings of internal and external stakeholders regarding issues related to the division.

10. Full participation and involvement in the Office of Community Engagement and Partnerships processes; facilitate and/or attend meetings with community partners and stakeholders.

11. Assists with other divisional needs as needed and assigned.

12. Performs related work as required.
