SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, aligns the strategic direction of roofing projects, program goals and objectives, ensuring the roofing program delivers on the return on investment. Independently develops and effectively manages roofing project timelines to ensure timely completion of program deliverables. Leads program and supervisesstaff. Plans, schedules, coordinates, and monitors contractual agreements ensuring quality and accuracy of roofing installations/maintenance outcomes and deliverables. Develops master schedule and reviews work of staff and contractors to accomplish installation, replacement, inspections, repairs, and a preventive maintenance schedule. Develops scope of re-roofing projects, working with MCPS architect and designer to develop and review design, including preparing required documents for state funding, supervising the design, bidding, and funding processes and project management for MCPS roofing projects; preparing reports and correspondence; and acts as contact to address questions, concerns, and complaints of the public or other stakeholders. Administers roofing construction and maintenance contracts. Identifies and monitors performance measures, and program efficiencies to maximize productivity. Ensures databases of roofing information are maintained for all facilities. Maintain coordination and communication required on projects between contractors, architects, engineers, maintenance staff, and other department representatives.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Expert knowledge of best practices of the roofing industry. Considerable knowledge of the methods, practices, procedures, tools, and equipment of roof repair, replacement, new installation and preventive maintenance. Knowledge of MCPS, County and State requirements for of contracting, procurement, and bid specifications and practices. Strong project management skills. Ability to effectively supervise shop and field maintenance activities, including the assignment of work and completion of accurate work orders. Ability to make accurate labor and cost estimates, maintain records and complete maintenance related reports. Ability to evaluate maintenance activities and employee performance and to make sound recommendations for the prompt, efficient, and effective maintenance of school roofs. Ability to read and interpret building plans and drawings; ability to develop working bids for new or replacement items. Strong oral and written communications and human relations skills. Good communication and human relations skills. Ability to work with students, teachers and school leadership staff demonstrating the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree preferred. Courses in math, mechanical drawing, and blueprint reading, business accounting, project management strategies or related vocational or business courses. Six years of progressive experience in the roof project management, minimum of five years at the lead or supervisory level involving long term planning upgrades, replacement, review and inspection activities with construction and modification of various roofing project types. Experience using computer programs specific to this role (MS Word, MS Excel, MS Project, etc.) Experience coordinating projects with customers and stakeholders.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of an appropriate, valid motor vehicle operator's license with a good driving record.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to perform work requiring moderate physical exertion, climb, and complete inspection of work and related construction activities.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Strength and dexterity necessary to perform all required tasks, including lifting, stooping, bending, working in tiring uncomfortable positions, and from ladders, scaffolds, and roofs. Must be comfortable with heights.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and implements roof construction lifecycle replacement schedule and budget request, based on inspection results, age and work order history.

Manages and monitors capital roofing budget and ensures expenditures are in-line with budget and are allowable costs.

Reviews data from roof inspections to determine priority of capital projects

Manages re-roofing projects.

Supervises and evaluates and monitors work of roofing inspectors, roof mechanics, and roof maintenance workers.

Responsible for quality assurance, customer service and adherence to specifications and latest Montgomery County and Maryland Building Codes.

Responsible for customer communication on job scheduling and progress.

Responsible for organization and accountability of assigned crews.

Creates twice yearly inspection schedules identifying work that needs to be done, type of work, major/minor repairs, preventive maintenance, etc.

Meets with the Architect and project designer in the division of construction on new roof design.

Creates funding request to send to Maryland State Department of Education and completes all necessary Interagency Committee on Public School Construction (ICPSC) paperwork to back up the funding request required by the State of Maryland Public School Construction Program.

Establishes processes to maintain all documentation related to roof construction and re-roofing projects and ensures accuracy of existing databases for roofing information for all schools in Maximo (warranties, key plans) and other archival information are updated.

Plans, schedules and coordinates contractual agreements for maintenance replacement projects.

Develops technical bid specifications for replacement items.

Researches and tests products and procedures, recommends contract award,

Coordinates and monitors contractor's performance and compliance with specifications and drawings, verifies accuracy and approves contractors' invoices for payment.

Coordinates with fiscal specialist to ensure accurate and timely billing of all projects.

Serves as liaison between private contractors, principals of the impacted schools and staff in the Division of Construction. Meets with contractors for pre-bid specifications in bid documents.

Performs related duties consistent with the scope and intent of the position.
