Roof Inspector

OFFICIAL TITLE: Roof Inspector CODE: 8156 SQ/OQ: Optimal Qualified
WORKING TITLE: Roof Inspector GRADE: 18 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the roofing program manager, performs independent field inspections in all aspects of roofing installation, replacement, and maintenance work including but not limited to: semi-annual visual inspections of existing roof systems; roof moisture inspections and warranty pre-expiration inspections. Provides roof condition assessment and repair recommendations in accordance with state inspection requirements, considering manufacturer requirements. Acts as project manager and monitors of contractor work. Maintains all records related to roofs, including, but not limited to: repairs or maintenance, new construction and re-roofing projects. Maintains databases that includes information on roof systems including measurements, specifications, warranties, key plans, inspections, etc. Ensures contractor compliance with plans, specifications and applicable building codes. Serves as liaison between contractors and principals.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the materials, methods, practices, and procedures used in the construction, modification, or maintenance roofing systems of buildings, schools, and related structures; Highly skilled using tools, and equipment in roof repair, replacement, new installation and preventive maintenance. Skilled journey level work required to install, detect leaks, repair roofs, conduct preventive maintenance, and related roofing work. Knowledge of MCPS, County and State requirements for of contracting, procurement, and bid specifications and practices. Ability and skilled in making accurate labor and cost estimates, maintaining records and completing maintenance related reports. Ability to read and interpret building plans and drawings. Ability to use survey instruments and test equipment. Good communication, mathematical and human relations skills. Skilled in using office software such as, MS/Office suite, Excel, Outlook (email), and use of Excel databases. Ability to work with students, teachers and school leadership staff demonstrating the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required. Courses in math, vocational education, mechanical drawing, and blueprint reading are considered helpful. Five years of progressive experience in the commercial roofing trades, involving a variety of roofing projects, reviews and inspection activities. Considerable experience in the roofing trade. Experience coordinating projects with customers and stakeholders. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of an appropriate, valid motor vehicle operator's license with a good driving record.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Strength and dexterity necessary to perform all required tasks, including lifting, stooping, bending, working in tiring uncomfortable positions, and from ladders, scaffolds, and roofs. Must be comfortable with heights.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to emergency work requirements at any time and to work overtime and unusual hours.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Conducts a variety of roofing inspections ensuring conformance with plans, contracts, and ordinances.

Identifies, and documents general status of job, specification violations/infractions of codes, unforeseen problems and notifying the roofing program manager or contractors.

Prepares detailed and clear written inspection reports using computer programs.

Consults with superiors on difficult or unusual roofing conditions and reports irregularities to appropriate personnel.

Creates work requests for needed repairs.

Maintains continuous contact with contractors and related school personnel during all phases of roofing maintenance and roofing installation/replacement construction.

Monitors and evaluates projects on a daily basis to ensure compliance with contractual bid specifications and completion of projects, and notes that proper safety methods are being employed;

Makes field decisions to help expedite necessary work and may suggest changes in construction methods or installation where proposed plan becomes impractical.

Reviews and approves payment applications, time and material repair work orders, contractors' invoices for payment.

Develops technical bid specifications for replacement items.

Makes recommendations for improvements in designs (overflows, roof drains, etc.)

Meets with contractors for pre-bid technical specifications (including test cuts). Identifies and documents all pre-existing building and site conditions.

Follows through on punch list items.

Performs related duties consistent with the scope and intent of the position.
