SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director, manages staff activities that support emergency/crisis preparedness and emergency/crisis preparedness training including developing the training curriculum, ensuring staff is trained to teach, and teaching the weekly training sessions. Maintains and operates the department's audio-visual equipment including computer equipment. Develops and prepares information for publication related to emergency/crisis preparedness. Responsible for the ongoing management and implementation of the emergency/crisis plans for schools to ensure compliance with Maryland State Law in addition to the emergency/crisis plans for the facilities. Assists the director in the development of strategic plans and the implementation of strategic initiatives. Responds to critical incidents with the MCPS Emergency Response Plan (ERP) team and on-site emergency teams. Prepares project status analysis as required. Serves as representative to the Montgomery County Emergency Management Group. Responds to after-hours incidents where senior security staff is needed. Operates and maintains the closed-circuit television cameras and video recording equipment for the Carver Educational Services Center. Assists with producing employee identification cards including photographing staff and activating the card to be compatible with the CESC security system. Manages the emergency response preparedness grant applications under the direction of the director. Assists the director with the ongoing management and implementation of the MCPS ERP. Oversees and manages the elementary schools' proximity slide lock systems including training staff and providing guidance related to the operations of the program. Oversees the maintenance of the department's connection with Connect-Ed. Represents the department at various government and community functions.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of safety and security activities relating to educational settings and supporting facilities. Thorough knowledge of local, state, and federal laws as well as policies and requirements as they relate to students, staff, and the school system. Demonstrated leadership in strategic and contingency planning. Ability to work effectively with school based administrators and staff. Ability to interact effectively with executive staff, department staff, community groups, parents, and elected officials. Ability to supervise preparation of complex reports, work collegially with others, and effectively conduct large and small group meetings. Knowledge of the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Extensive educational based security experience including the planning and management of daily operations, maintenance of security programs, preparation and defense of budget requests, and effective interaction with school system administrators, school board members, and the public. Progressive management experience dealing with large numbers of employees and multiple work locations. Prior experience in the development and implementation of school-based, comprehensive crisis preparedness plans. Experience in formulating and presenting system wide training protocols that reflect personnel needs. Experience and ability to maintain important liaisons with outside agencies and stakeholders. Completion of basic and advanced coursework in the Incident Command System. Training in process improvement, data analysis, and critical to quality protocols. Other combinations of applicable education, training and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Valid Driver's license required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to attend evening meetings, visit off-site locations, and work additional hours as needed. On call twenty-four (24) hours per day, seven (7) days per week, as needed to respond to critical incidents or emergency situations.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Manages the department's emergency/crisis preparedness training program including developing the training curriculum, ensuring that staff is trained to teach, and teaching both levels of the weekly training sessions.

2. Supervises departmental activities in absence of the director and/or assistant director.

3. Assists in supervising office staff, electronic detection staff, and field security coordinators.

4. Serves as the MCPS representative to the Montgomery County Emergency Operations Center including the Shelter Task Force.

5. Assists the director/assistant director in managing all functions of the department, including representing the department at community, Board of Education, County Council, and other meetings as required.

6. Participates on the MCPS ERP as the current Liaison Officer.

7. Manages the daily operation of the safety and security programs.

8. Manages and implements the emergency/crisis plans for schools and facilities to ensure compliance with Maryland State Law and responds to related inquiries.

9. Assists the director or supervisor in responding and management of system wide emergency/crisis.

10. Develops and prepares information for publication related to the school systems emergency/crisis preparedness.

11. Participates in development of responses to questions on operating budget and security-related policy issues from senior management, the Board of Education, other governmental agencies, and the public.

12. Responds to emergency call-out situations and coordinates and serves as the liaison with the public safety agencies to disseminate information about school emergency/crisis preparedness.

13. Provides input to the director and supervisor in the preparation of performance evaluations of department staff. 14. Maintains and operates the department's audiovisual equipment including computer equipment.
