Board Adopts FY 2008 Operating Budget and Revised Health Education Curriculum

The Board of Education met on Tuesday (June 12) and, among other items, adopted the FY 2008 Operating Budget and approved a revised health education curriculum. The Board appointed thirteen administrators and a member of the Ethics Panel. The Board recognized scholarship winners from the Hispanic Employees Association and Leadership Montgomery. A professional growth framework for the position of superintendent of schools also was approved.

Final Adoption of Revised Health Education Curriculum

On a vote of 6 to 1, the Board approved revised Health Education lessons on human sexuality for students in Grades 8 and 10. The approval of the curriculum for full implementation in the 2007-2008 school year followed a field test in six middle and high schools in March and feedback from field-test teachers, parents, and students. The curriculum includes two 45-minute lessons, one for Grade 8 and one for Grade 10, and a DVD demonstrating the use of a condom for Grade 10 students. (See separate news release for more detail.)

Final Adoption of the FY 2008 Operating Budget

The Board of Education unanimously adopted the final Montgomery County Public Schools Fiscal Year 2008 Operating Budget. The $1.985 billion budget reflects changes as approved by the County Council on May 24. The Council approved 99.7 percent of the Board’s budget request, providing an increase of $133 million (7.2 percent) over the FY 2007 budget. (See separate news release for more detail.)

Appointment to the Ethics Panel

The Board appointed William P. Jacobi to serve a three-year term on the Ethics Panel, effective July 1, 2007. Among the responsibilities of the five-member panel are interpreting the Board of Education’s Ethics Policy and issuing advisory opinions concerning its application; conducting hearings on any complaint filed regarding an alleged violation; approving financial disclosure forms; and directing the implementation of an educational program to inform school system employees and the public about the policy.

Professional Growth Framework for the Superintendent of Schools

The Board approved a professional growth evaluation tool to be used in evaluating the performance of the superintendent for the next year. The draft tool is aligned with MCPS strategic plan goals and measures, Baldrige criteria, and other pertinent concepts such as professional learning opportunities. The approval followed the Board’s direction to the Strategic Planning Committee to develop recommendations for a professional growth evaluation framework and tool for the position of superintendent.

Recognition of Distinguished Hispanic Scholars

The Board recognized 21 students who received scholarships from the Hispanic Employees Association of Montgomery County Public Schools. The students and their high schools are:
