MCPS recognizes the importance of providing students with daily opportunities to engage in unstructured play and exercise. Withholding of recess is not an approved consequence for inappropriate behavior, with the exception of instances where there is a concern for the safety and well-being of the student, or others. The director of learning, achievement, and administration that supervises Rachel Carson Elementary School investigated the allegation of recess removal and there was no evidence that supported the allegation. Any parent with a concern about their school’s recess policy should first contact their principal.  If the matter is not satisfactorily resolved, a parent should contact the director of learning, achievement, and administration.
