MCPS has transitioned to two ply toilet paper; however, remaining inventory of single ply toilet paper still exists and is in use in certain locations. The two ply product in use is designed for commercial and school dispensers. The current description for toilet paper is Toilet Paper, White, 96 Rolls/Case, 2 Ply (500 sheets/roll).

The total usage amount during FY 2019 for the Toilet Paper Item was 11,039 cases, and the current cost to schools with average costing is $29.14 per case. The roll cost is $0.3035 and the sheet cost is $0.0006.  The MCPS total amount is $321,677.

Charmin brand is a thicker paper product that results in greater costs. In costing out Charmin Blue Ultra Soft and Red Ultra Strong through Costco, the following analysis was completed:

  • Charmin Blue Ultra Soft:  Current price is $21.49 per case with a $3.00 delivery cost.
    There are 30 rolls per case and 221 sheets per roll. The roll cost is $0.8163 and the sheet cost is $0.00369. Charmin Blue Ultra Soft total amount is $712,000.
  • Charmin Red Ultra Strong: Current price is $24.99 per case with a $3.00 delivery cost. There are 30 rolls per case and 231 sheets per roll. The roll cost is $0.933 and the sheet cost is $0.0040. Charmin Red Ultra Strong total amount is $828,000.
