SUMMARY DESCRIPTION OF CLASSIFICATION: The deputy superintendent (DS), under the direction of the superintendent of schools leads with an innovative and inclusive mindset; provides organizational leadership to ensure the implementation of the Board of Education's goals, the district's strategic plan, strategic priorities and the superintendent's vision; ensures accountability for the coherence and alignment of work within and across offices in support of school support and improvement; serves as the superintendent in the absence of the superintendent; communicates with the Board of Education, local and state education and government agencies, higher education partners, community stakeholders, and other Montgomery County Public Schools constituencies; oversees the supervision of schools, curriculum and instruction, human capital management, strategic initiatives, services and supports, and all associated resources, operations, and programs provided to students, staff, and families; provides direct supervision of executive staff identified by the superintendent; directs cross-office collaboration and coordination of the data-driven supports to schools; conducts observations and evaluations of chiefs; collaborates with executive staff; school, community and business partners and association leaders to analyze system data and create an annual budget that effectively and efficiently utilizes resources to improve teaching and learning; identifies and implements solutions to organizational challenges; and advises and updates the superintendent on all matters regarding the school district.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Ability to demonstrate beliefs and actions that reflect the core values of respect, relationships, equity, excellence and learning resulting in productive and trusting relationships. Demonstrates a commitment to equity and excellence for all students and contributes to MCPS being an antiracist school system. In-depth knowledge of analyzing educational accountability measures including federal mandates, state and local assessments, and data management systems to create, implement, monitor and evaluate district, office and school-level goals and improve student achievement. Extensive understanding of system-level strategic planning to create an aligned school system budget that equitably allocates resources to support student learning. Thorough knowledge and understanding of federal, state, and local laws, policies, and regulations to monitor the system's compliance, as needed. Ability to build, lead, manage, challenge, and motivate a highly functional leadership team. Ability to create systems and processes to provide effective and timely cross-office communication, collaboration, and coordination to support the schools. Proven experiences with effective outreach to and engagement of system's students, staff and other partners and stakeholders. Extensive experience in managing intergovernmental relations and community affairs to sustain trust and advance the school system's priorities. Applies knowledge of leading through national emergencies to drive innovative changes based on the impact on students and staff. Outstanding organizational, oral and written communication, interpersonal and problem-solving skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's Degree from an accredited college or university; Doctoral degree preferred. Demonstrated effective school-based administrative experience and central office executive leadership experience required. Evidence of experience in change and project management including major system-level initiatives. Experience leading the development and attainment of strategic plan data-driven goals through consistent and effective monitoring and analysis of data and strategic priorities. Experience supervising executive staff using standards and evidence-based observation and supervision processes to assess, support, and document the professional growth and development of others including meeting and monitoring required timelines. Proven experience with establishing and maintaining effective working relationships with significant constituencies including but not limited to Board of Education; government and elected officials; students; families; community, business, and higher education partners; employee associations; and central office and school-based staff.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for principal and superintendent certification.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Requires the ability to work long hours and withstand moderate amounts of stress in order to maintain a healthy physical and mental state of well-being.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent overtime or night work required. Ability to work frequent nights, weekends, and holidays, as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Serves as the superintendent in the absence of the superintendent.

Directs all functions and services aligned to the system's vision, mission, core purpose and core values and focused on improving student achievement.

Provides direct supervision of executive staff identified by the superintendent of schools.

Utilizes data management systems and school system measures to analyze and monitor student progress, inform program and services decisions, and align resources and supports to facilitate school improvement planning and increase student achievement.

Collaborates with stakeholders to create and monitor the strategic plan's priorities and evaluate annual progress.

Oversees and monitors systemwide strategic priorities and initiatives to determine impact on student achievement.

Collaborates with executive leaders to establish data-driven priorities that align with the strategic plan to create student-focused office budgets.

Supports the development of the school system budget and monitors account spending in collaboration with the budget staff.

Presents information to the superintendent of schools; the Board of Education; executive staff; community and business partners; and national, state, and local officials.

Models the use of innovative and adaptive solutions to clearly defined problems.

Keeps superintendent of schools, Board of Education and all other critical partners informed of celebrations, challenges or news-worthy situations.

Attends school Board meetings/work sessions; and prepares and presents reports.

Collaborates with intergovernmental agencies and community partners to build trust and maintain strong relationships; identify, secure, and coordinate services and resources for students, families, and staff; and engage in timely communication of important information.

Establishes structures and processes to engage with district and community stakeholders to facilitate two-way communication to listen and learn of their interests, concerns, and recommendations; solicit their input and input on system priorities and share how information is utilized.

Works collaboratively with association leadership to implement system priorities and to foster a productive work environment for all employees.

Establishes and maintains a respectful and productive climate and culture that is student-focused and results-oriented and prioritizes continuous improvement and self-reflection.

Leads and interacts with others in a manner that reflects the core values of respect, relationships, equity, excellence, and learning.

Keeps current with the latest educational research and trends and applies the learning to benefit teaching and learning in the district.

Collaborates with local, state, national and international colleagues to support the professional growth of self, others, and the district.

Performs related duties consistent with the scope and intent of the position.
