Associate Superintendent, Professional Development and School Support

SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the deputy superintendent for school improvement and support, the Associate Superintendent for Professional Development and School Support (Associate) oversees a comprehensive, systemwide professional development program aimed at developing instructional leadership throughout the school system; and administers and directs programs that encourage and support all employees working in professional learning communities and that build knowledge and skills to improve teaching and learning. Working collaboratively with other school system offices and all schools in the system, the Associate helps to identify priorities and oversees the development and delivery of professional development for system leaders, school administrators, and school leadership teams that address identified needs. Working with colleges and universities and Montgomery County Public Schools (MCPS) staff, the Associate manages the development of administrative training initiatives, modeling effective, state-of the-art, leadership practices that are infused throughout MCPS at all organizational levels. Responsibilities include new administrator training and orientation, building professional learning communities, school leadership team professional development, systemwide leadership meetings and training, as well as other meetings and conferences. Oversight includes dissemination of innovative and successful school improvement practices; coordination of systemwide staff development initiatives and activities; and the implementation of a comprehensive training calendar.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of national innovative trends in organizational and staff development including best practices related to the development and delivery of training in school systems and in other organizational entities. Knowledge of curriculum and instructional programs, policies, procedures and practices; and systemwide goals. Excellent facilitation, oral and written communication, human relations, organization, and leadership skills. Demonstrated ability to function effectively as a member of a cross-functional management team. Proven ability to acquire knowledge related to current and evolving instructional and organizational leadership practices and to translate that knowledge to meaningful staff development programs and activities. Ability to develop a data collection system, monitor progress, and implement focused school improvement initiatives. Experience with the development of strategic plans, performance measures, and methods to monitor staff and stakeholder satisfaction. Ability to review and analyze data in order to determine appropriate interventions and/or identify potential trends. Excellent collaboration and communication skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with course work in educational administration. Doctoral degree is desirable. Experience conducting training needs assessments, designing and implementing professional development programs to meet those needs using a variety of modalities, and evaluating program outcomes. Experience as a classroom teacher and school administrator desirable. Other combinations of the knowledge, abilities, and skills may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets State of Maryland requirements for principal and supervisor certification.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Availability to work evening and weekends to attending meetings, to observe and conduct training, and to attend conferences and other personal professional development events.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Works collaboratively with other offices, to develop a comprehensive systemwide professional development plan aimed at school improvement and improving staff and student learning.

Develops a comprehensive systemwide training calendar.

Coordinates support to schools and offices for the consistent delivery of a professional development plan aligned with system priorities.

Oversees implementation of leadership development programs for system leadership, school administrators, and schools leadership teams.

Provides leadership to ensure that all adults in MCPS participate in professional learning communities in order to improve practice.

Organizes systemwide leadership professional development, training, and meetings related to the superintendents goals and initiatives.

Meets contractual commitments to school leadership team institutes.

Continuously researches and identifies new programs, best practices and activities in both the public and private sector that could be implemented to foster continuous improvement in MCPS.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
