SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Chief of School Support and Well-Being, leads, coordinates, implements, administers, and evaluates the Office of Well-Being, Learning and Achievement to effectively align the districtwide Be Well 365 framework with high quality instructional leadership practices in support of district initiatives and school leadership; This role includes a comprehensive program of student services and family engagement, including pupil personnel, school psychology, counseling, school health, International Enrollment and Admissions, Student Engagement and Behavioral Health (Restorative Justice), graduation improvement, parent community coordinators, and the MCPS Be Well 365 comprehensive plan. The associate may provide direct targeted and differentiated supervision, coaching, and evaluating of principals of special schools. In addition, the associate leads the learning and achievement team to ensure the horizontal and vertical integration of wellness and instructional practices within the Office of Well-Being and School Support developing a comprehensive and robust system plan for wellness and social emotional learning and bringing these practices to scale across the system. Works collaboratively with other associates and directors to ensure the holistic implementation and alignment of student and staff support services in achieving the district strategic priorities. Serves as a liaison to Montgomery County Government, community, and private agencies.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the Maryland State Department of Education (MSDE) and Montgomery County Public Schools (MCPS) policies, regulations, and procedures; the student services bylaw as well as federal and state legislation relating to the provision of student services and family engagement. Knowledge of current trends and issues related to interagency services. Ability to plan, administer, and coordinate a countywide student services program. Ability to collect, analyze, and interpret data relative to student learning and adjustment problems. Ability to effectively lead a district-wide family engagement strategy. Ability to lead and collaborate with others. Excellent skills in oral and written communication, organization, and interpersonal skills. Serves as system liaison for juvenile justice services, Educational Management Team (EMT), and Section 504. Develops, monitors and evaluates performance measures. Able to represent MCPS to others. Knowledge and application of the three MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university. Five years of successful teaching or related experience in counseling, pupil personnel work, social work, psychology, family engagement or school health. Five years of administrator experience required; at least three years as a school-based administrator is strongly preferred. Administrator II required. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for Administrator II.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Night and weekend work for which there is no additional compensation.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides direct supervision, coordination, and alignment of the Office of Well-Being and the Office of Learning and Achievement to ensure the meaningful organizational intersection of wellness and instruction at both the district and school level.
Leads, coordinates, implements, administers, and evaluates the well-being, learning and achievement professional development framework for school-based staff to ensure district-wide consistency of learning environments rooted in wellness and equitable instructional practices.
Leads, coordinates, implements, administers, and evaluates a comprehensive program of student services and family engagement, including pupil personnel, school psychology, counseling, Restorative Justice, coordination of residency, international student admissions, and graduation improvement work.
Coordinates the School Support and Well-Being (SSWB) organizational and staff development framework, including implementation of the SSWB Learning and Achievement Protocol and School Improvement Processes.
Leads, coordinates, implements, administers, and evaluates select district-wide programs.
Collaborates with staff in the development of comprehensive student services teams at the local school level.
Leads and implements the district plan for Be Well 365 Districts plan for student wellness.
Develops and interprets policies and procedures which will assure compliance with the state student services laws and assures effective functioning of student services individually and collectively at county, system, and school levels.
Supervises staff members in the coordination of student services with other community resources, agencies, and services.
Collaborates with directors and supervisors, principals, and central office in the delivery of student well-being services and family engagement.
Develops and maintains cooperative student services agreements and programs with other agencies and non-profit groups.
Acts as liaison for the superintendent on matters related to student services and family engagement.
Provides leadership in the development, direction, and coordination of residency, international student admissions, counseling, psychological, and pupil personnel services, homeless students, PBIS, restorative practices and provides input to the evaluation of these personnel.
Plans professional development programs to assist district-wide staff in the understanding and effective use of the available student services and family engagement resources.
Evaluates the effectiveness of all departments within the office and makes recommendations for more effective services to students.
Collects, analyzes, and interprets data and performance measures for dissemination to improve the delivery of student services.
Serves in a team to lead for the following: CPS, EMT, 504, Safe School Act.
Participates in the selection, assignment and evaluation of staff members.
Prepares an annual office and departmental operating budget with such supporting data as are necessary for clarification to the Superintendent and to the Board of Education, writes/reviews policy and regulations, and responds to proposed legislation.
Responsible for strategic long-range program planning of student services and engagement.
Understands and applies principles of performance evaluation and professional growth standards for employees.
Performs related duties consistent with the scope and intent of the position.
