SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Chief Operating Officer, leads, directs and oversees the strategies, goals, functions and activities of the divisions of, Capital Planning, Construction, Maintenance, and School Plant Operations for all buildings operated by MCPS. In addition, leads and directs the Real Estate Management Team and the units that manage energy purchases, utilities payments, and energy conservation and recycling programs in schools. Monitors and ensures that the projects, activities and functions of the divisions and teams within the Office of Facilities Management (OFM) align with districtwide strategies and initiatives, and comply with local, state and federal laws. The associate superintendent oversees and ensures that OFM and its divisions and teams operate with efficiency by developing efficient processes, targets and performance measures to assess results and implement improvements as needed. Leads the units and divisions in the district's commitment to equity and excellence for staff and students.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: This position requires the knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals Professional Growth System (MCAAP PGS). Extensive knowledge of facilities management, including construction, maintenance, plant operations, energy management, real estate, and capital and operating budget strategies and procedures necessary to administer a comprehensive school facilities program. Ability to develop systems to effectively monitor processes and progress and implement focused improvement initiatives. Ability to lead and collaborate with others. Excellent organizational skills and ability to interpret educational programs in relation to facility needs. Excellent oral and written communications and human relations skills and exceptional conceptual, analytical, organizational, and management skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with an emphasis in architecture, engineering, business administration, planning, or a related area required. Minimum of three years of experience in educational facilities management or experience working in a related field; five or more years of experience preferred. Other combinations of applicable education, training, and experience that provides the knowledge, abilities, and skills necessary to perform effectively in the position. Demonstrated successful experience facilitating small and large group community stakeholder meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides support, leadership and motivation for all staff to continuously improve as a process centered organization.

Leads and ensures the effective and proper execution of the facilities management strategic plan by identifying key processes, establishing targets, and monitoring data; implements related process improvements.

Leads and supports the creation of pathways training programs that ensure equitable practices and support employees in assuming higher level positions.

Responsible for supervising and evaluating staff and all division and team activities and functions.

Oversees and monitors customer service provided by divisions and teams, and ensures exceptional service and support by assessing satisfaction and implementing improvements based on customer feedback.

Leads and manages the development of written reports and presentations for the Board of Education, County Council, state officials, and others as needed.

Provides leadership and direction for the development and implementation of the comprehensive state and local capital improvements program reflecting the policy directions and strategies contained in the MCPS Educational Facilities Master Plan.

Oversees the design, construction, operations, and maintenance of all MCPS facilities in adequate condition, and size to house the instructional and administrative activities of the school system.

Directs and monitors the efforts of staff within all divisions and teams to obtain the necessary state and local reviews and approvals of plans and budgets for each project in the capital improvements program.

Leads the Development and implementation of strategies for a comprehensive energy procurement and management program.

Oversees the preparation and management of lease and purchase contracts, deeds, architectural plans, and financial records related to school facilities and sites.

Provides oversight for the planning, management, and acquisition of tenants for the effective use of all excess facility space and oversees all MCPS real estate.

Provides policy guidance and direction for staff to execute the orderly transfer and reuse of any closed facility; monitors and ensures the proper implementation of all related activities.

Leads and oversees the implementation of an effective, efficient system for providing and managing the delivery of facility maintenance.

Directs the proper responses to constituent inquiries and concerns.

Leads the design and implementation of communication and engagement plans with a wide array community stakeholder groups.

Leads and facilitates community meetings and engagement on key initiatives.

Responds and meets with community members, parents, and school staff regarding construction projects.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
