SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the chief academic officer, the associate superintendent of emergent multilingual learners (EMLs) coordinates and oversees the work of the Division of Multilingual Education and the Department of International Admissions. The associate superintendent ensures that Montgomery County Public Schools’ (MCPS) strategies for EMLs are properly implemented, resulting in high quality services and education for every EML student. The associate superintendent plans, directs, manages and evaluates related activities and processes, including curriculum and instructional programs, products, and services including professional development. Works collaboratively with district personnel and other executive staff members to support the system’s goals, regulations, Board policies, and procedures. As a member of the senior leadership team, the associate superintendent works with the Board of Education, community members, interest groups, and the business community to improve outcomes for all EML students. MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS AND ABILITIES:Knowledge of Title III of the Elementary and Secondary Education Act and Every Student Succeeds Act (ESSA) as it relates to providing English language acquisition programs to Pre-K - 12 EMLs and immigrant students.Familiarity with public school laws, the bylaws of the State Board of Education, and policies related to instructional programs, budget, and facilities.Demonstrates ability to develop and deliver instructional resources that support the curriculum and improve academic performance for ALL student populations. Skilled at re-envisioning, building, inspiring and managing a team, especially in a time of growth and change. Ability to use multiple sources of data and educational technologies to diagnose strengths and needs of schools and students to provide differentiated support. Exceptional conceptual, analytical, organizational, and management skills. Excellent oral and written communication and interpersonal skills. Ability to build coalitions among diverse stakeholders and work with other offices to support student learning.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING AND EXPERIENCE:Doctorate degree desirable. Master’s degree from an accredited college or university in educational administration, supervision, or course work in curriculum development. Minimum of seven years of relevant experience in providing leadership in planning, developing, and implementing curriculum and instructional programs that meet the needs of diverse populations or in leading schools with improvement in student outcomes. Experience in designing, delivering, implementing, and evaluating comprehensive professional learning that enhances adult practice and improves outcomes for EML students. Demonstrated success in observing, analyzing, and evaluating staff performance. Experience in project management to support the planning, development, and implementation of systems to track, monitor, and evaluate the diverse functions and programs of the office. Demonstrates cultural competency and a deep understanding of complex issues facing a large, diverse school district. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Experience as a school level administrator strongly preferred. Experience as an EML teacher required.CERTIFICATE AND LICENSE REQUIREMENTS:Meets Maryland state certification requirements for Administrator I and II and completion of Observing and Analyzing Teaching I and II or completion within one year of position start date.

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES:Develops and implements a shared vision and mission of the future of the Division of Multilingual Education and the Department of International Admissions that ensures alignment with the MCPS overall vision and mission that focuses on comprehensive services and research-based instructional practices for newcomer Pre-K - 12 EML students and effective implementation of the Pre-K - 12 English Language Development (ELD) program.Oversees and coordinates the implementation of Title III of the Elementary and Secondary Education Act and Every Student Succeeds Act (ESSA) as it relates to providing English language acquisition programs for Pre-K - 12 EMLs and immigrant students.Ensures the implementation of strategies and initiatives, resulting in innovative curriculum and instructional programs and services that meet EMLs needs and promote academic excellence, creative problem solving, social emotional learning, and ensure equitable readiness for college and careers.Oversees the director, Department of International Admissions and ensures the proper development, management and implementation of a comprehensive program of residency, and international student admissions.Directs and leads the work of the DIA office including its professional and supporting services staff responsible for evaluating transcripts, grade placements and reviewing residency documents of international students seeking enrollment in MCPS.Directs and leads the development and communication of reports regarding the activities of the DIA and initiatives in support of the international student population.Selects, supervises, and evaluates DIA staff and ensures the effective and efficient management of the unit.Leads the development, implementation, and communication of systems to assess and monitor EML student learning including the development or adoption of district assessments and instructional materials.Supervises the development of grant proposals and pilot programs and oversees the evaluation and selection of curriculum materials.Reviews, approves, and maintains the Program of Studies; interprets state and local policies related to course credit, graduation requirements, and the total instructional program requirements for graduation.Recommends, monitors, and evaluates systemwide professional learning tied to areas of focus for the school district for student achievement and learning.Prepares a variety of memoranda, reports, and correspondence; disseminates information to the superintendent of schools, Board of Education members, schools, parents/guardians, and community.Manages programmatic, fiscal, and personnel responsibility for the office.Collaborates with all district leadership on new and existing districtwide initiatives to provide leadership, feedback on fidelity of implementation, and the impact on schools.Collaborates with the chief academic officer and other executive staff members to develop the annual budget and ensure appropriate allocation of resources to schools and offices.Advises the chief academic officer and executive staff on EML and international admissions matters and the impact on teaching and learning and academic programs.Provides support to schools in developing and implementing EML programming that builds the capacity of teachers and instructional leaders with a focus on curriculum, instruction, assessment, data analysis, and aligned interventions.Works closely with community leadership and stakeholders.Represents the superintendent of schools as needed and clearly articulates system priorities, Boardpolicies, and interests. Serves as liaison to the Maryland State Department of Education to represent MCPS interests.Serves with other educational leaders on work groups, committees, and project action teams.Understands and applies principles of performance evaluation and professional growth standards for employees.Performs related duties consistent with the scope and intent of the position.
