EXAMPLES OF DUTIES AND RESPONSIBILITIES:
Develops and implements an Office of Human Resources and Development vision and strategic plan (aligned to the systems strategic plan) using key measures to determine progress and opportunities for improvement.Oversees a comprehensive human capital management program for all employees and potential employees that includes the continuum of human resource processes of attracting, recruiting, selecting, onboarding, developing, evaluating, recognizing, and retaining highly effective employeesEnsures the district's commitment to equity and excellence for staff and students, particularly as it relates to hiring for equity and excellence.Ensures the execution of the strategic plan by identifying key processes, establishing targets, and monitoring data. Coordinates the staffing of all positions in the school system by recruiting, selecting, and employing new staff as needed, transferring current employees, and reassigning those who are involuntarily transferred or returning from leave.Works closely with the Office of Teaching Learning and Schools (FY2021) to ensure that schools are fully staffed.Promotes cross-office communication, collaboration and coordinates with all offices and schools related to human capital management in order to foster organizational alignment and commitment to system-wide goals.Collects, analyzes and reports key employee data as required by the Board of Education (BOE)Facilitates the process for the recommendations of administrators for appointment by the BOE.Ensures the development and implementation of a comprehensive, inclusive, and innovative professional development plan aimed at increasing student achievement.Develop comprehensive pathway programs for support professionals to build our workforce diversity in high need areas of employmentOversees new employee orientation, university partnerships, and tuition reimbursement Plans, coordinates, reviews, and manages all efforts dealing with recruitment, employment, assignment, and reduction in force. Collaborates with the employee unions to ensure the implementation of Montgomery County Board of Education Policy GAA, Positive Work Environment in a Self-renewing Organization.Supervises select association leaders; Collaborates with associations in relation to human resources matters aligned but not limited to labor management and implementation of the professional growth systems and employee performance and evaluationServes on the Montgomery County Board of Education's team in negotiations.Understands and applies principles of performance evaluation and professional growth standards for employees.Ensures the implementation of the three Professional Growth Systems (PGSs) including the delivery of the Skillful Teaching and the Observation and Analysis of Teaching courses, the PGS handbooks, the Career Pathways Program, and the Career Lattice.Maintains files and records on all employees and records and obtains certificates for all employees requiring professional certificates.Oversees classification studies and maintains position descriptions. Maintains an effective position control system that maximizes the school system¿s fiscal and human resources.Administers the substitute program for teachers and supporting services staff.Ensures the efficient delivery of employee evaluations, investigations, promotions, transfers, reassignments, and certification. Collaborates with the Employee and Retiree Service Center on a variety of employee issues, such as leave, salary, and retirement. Manages the Employee Assistance Program.Assists in the adjudication of grievances.Facilitates and collaborates with the Office of the Chief Technology Officer about technology systems, such as MCPS Careers, Human Resources Online, Professional Development Online, and the Substitute Employee Management System that increase the efficiencies and effectiveness of human resource processes.Prepares an annual office operating budget based on the analysis of key processes and alignment to the strategic plan.Performs related duties consistent with the scope and intent of the position.
