WORKING TITLE: Senior Community Advisor GRADE: NS MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: This is a critically important senior level position in MCPS. Under the supervision of the superintendent of schools, the senior community advisor will assist the superintendent in assuring transparency, inclusion, and communication with the community, especially with communities which have traditionally been absent from full participation in MCPS planning. As a member of the Executive staff and senior leadership team, the Senior Community Advisor will: serve as a liaison between the superintendent and the community; lead and facilitate communication and interactions between the superintendent and community partners to promote two-way authentic communication and collaboration pertaining to student learning and well-being; establish an innovative vision for family, community, government and non-governmental, advocacy, grassroots organizers, and business engagement that supports positive and mutually beneficial productive relationships and establishes and maintains trust among partners and MCPS leadership; coordinate opportunities to hear the voices of our stakeholders, share important information, solicit input and feedback on system matters, and engage in collective problem solving, as needed; demonstrate and promote an understanding and support of the system's priorities; initiate and sustain enduring strategic partnerships between MCPS and community, business and non-government partners and organizations; develop collaborative coalitions which fairly and effectively engage the community in projects that advance the school system's priorities as well as broader community goals for successful youth development; advise the superintendent and leadership on important developments throughout the community; coordinate school system public affairs messaging with other community messages which promote the health and well-being of youth, especially those at greatest risk; identify, plan, and implement best practices and evidence-based outreach and engagement strategies for all stakeholder groups with the goal of eliminating opportunity gaps, raising achievement for all students, and engaging parents and community in sustained and substantial ways.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of best practices and current research regarding outreach programs, partnership development, and community advocacy and organizing; knowledge of Montgomery County's governmental, social, nonprofit and political environments and diverse community interests; ability to assess program needs; conceptualize new programs, particularly for diverse and multicultural communities; develop short- and long-range plans and coordinate program implementation through various school system departments and with public and private agencies and community organizations; ability to develop and maintain relationships with key community leaders, businesses, partners, advocacy groups, non-governmental organizations, and other stakeholders; ability to implement programs that foster and maintain teamwork among MCPS offices, schools, parent groups, and community members; ability to develop communication networks with school personnel, parents, business, higher education, and community leaders, partners, non-governmental organizations, advocacy groups, and grassroots organizers, acting as a liaison for community initiatives; prepare reports/correspondence for the superintendent and Board of Education; demonstrate excellent management, planning, organization, written and oral communication and human relations skills that are essential and required for the position; and ability to communicate as a multilingual leader is preferred but not required.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in education, public administration, nonprofit management, business, or other relevant field. Minimum 5 years of supervisory/administrative/leadership experience in multicultural education, business, corporate, nonprofit, communications, or public administration. Experience building business and community partnerships and securing resources. Experience building coalitions, organizing communities, and staging campaigns in support of public causes. Demonstrated leadership and broad experience working effectively with diverse staff, students, parents, and the community. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening Board of Education meetings, as well as meetings with community, business, and parent groups.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Plans, develops, and coordinates parent, community, and business outreach activities and programs that support increased trust in the school system and improved student learning and academic achievement.

Designs plans that strategically include key performance indicators to assess progress and impact of all priorities work.

Develops public, non-governmental, non-profit, business, higher education, and community partnerships.

Supports the efforts of schools to develop and maintain successful strategic partnerships with businesses and community organizations.

Maintains relationships with public, non-governmental, non-profit, advocacy groups, higher education, government agencies, and other groups and individuals on behalf of school system leadership.

Implements programs to foster and maintain collaboration among various parent groups, community members, and school and system staff.

Facilitates the school system's commitment to parental involvement programs that support educational equity initiatives.

Serves as a resource to MCPS offices and departments as well as external organizations with the development of relationships that support their function and, in turn, students and families.

Assists parents, school staff, and community organization members with the development of effective programs to improve parental and community involvement to assist students in achieving high academic standards.

Sends and receives communication to community partners using a multilingual approach and innovative strategies that actively engages them in a manner conducive to their interests, strengths, and needs.

Designs innovative outreach strategies to actively engage our diverse community members.

Designs and develops training models for parent education and parent leadership on various issues.

Collects data and prepares responses to requests for information.

Represents superintendent and school system leadership on task forces and committees.

Performs related duties consistent with the scope and intent of the position.
