Assistant Chief, Professional Learning and Development

SUMMARY DESCRIPTION OF CLASSIFICATION: The Assistant Chief of Professional Learning and Development (ACPLD) will report directly to the Chief of Human Resources and Development. The ACPLD will lead the Office of Leadership Development, Professional Growth and Development Systems, and System Wide Professional Learning. The ACPLD is tasked with supporting the integration of the diverse streams of work between and among offices to align the district¿s vision for a comprehensive professional learning aimed at developing a consistently improving, self-renewing organization whose employees learn and apply the knowledge, skills and best practices needed to maximize student performance and ensure student well-being. The ACPLD is tasked with supporting and integrating all professional development opportunities ensuring on-going development for all roles in the system, working collaboratively with multiple offices to establish standards and common workflows, design and implement a communication plan, and produce dynamic thought leadership that aligns with the system strategic plan. In addition, the ACPLD will be responsible for collaborating with key leaders and stakeholders to establish a comprehensive digital platform to manage the system-wide professional development opportunities for all staff. Responsibilities also include expanding and strengthening the leadership development programs to include opportunities for multiple roles to have leadership development opportunities and support the system efforts to increase diversity in the workforce.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS curriculum and instructional programs, policies, procedures and practices and system-wide goals. Extensive knowledge of national trends in the delivery of professional development including use of technology and best practices related to the development and delivery of professional development both in school systems and in other organizational entities. Knowledge of adult learning theory; structures, and strategies for effective professional development; change management; facilitation of high-performing teams; organizational and staff development theories and trends; and curriculum, instruction, and assessment programs. Demonstrated ability to function effectively as a member of a cross-functional team. Demonstrated experience establishing a digital platform to manage professional development for high-volume of users with multiple roles. Proven experience developing, standardizing and implementing professional development for multiple roles in a variety of formats. Proven ability to use a data to monitor progress and implement focused improvements. Experience with the development of strategic plans, performance measures, and methods to monitor staff and stakeholder satisfaction. Experience in the development and implementation of career pathways and professional learning partnerships. Excellent oral and written communication, human relations, organization and leadership skills. Knowledge and application of the three MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: A Masters degree from an accredited college or university in educational leadership, human capital management, or curriculum development. Doctoral degree is preferred. School-based and central office administrative leadership experience required. Experience with the development and implementation of innovative educational initiatives, state and local education law, educational technology, and managing a variety of programs and initiatives. Experience in project management, including the ability to deploy resources and manage multiple projects. Experience in leading large-scale professional development and improvement including the use of digital platforms. Experience in the design, development and deployment of digital platform to support multiple modes of learning. Experience in the use of digital platform usage analytics to inform upgrades and improve the user the experience. Experience leading professional teams to meet established goals. Experience developing and implementing the use of a digital platform for large scale use. Experience implementing professional growth systems. Experience implementing programs to increase diversity for professionals in an education setting.
CERTIFICATE AND LICENSE REQUIREMENTS: Must meet Maryland State certification requirements for Administrator II.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Requires the ability to work long hours and withstand moderate amounts of stress in order to maintain a healthy physical and social emotional state of well-being.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Establish a professional development philosophy, standards, common workflows and process for development and delivery of all professional development opportunities offered by the school system

Support offices in providing professional development to school and office staff in the development/refinement of strategic plans and providing leadership, training, and guidance to support deployment

Utilizes innovative approaches to professional learning for all MCPS staff

Employs strategies to ensure all employees have the opportunity for professional learning and can access engaging opportunities with ease

Establish and communicate systems and processes to support the development and implementation of professional development and support for the various and multiple roles in the school system

Expand the leadership development program to include all staff inclusive of all offices and roles in all three unions

Builds a leadership pipeline that encourages MCPS students and employees to grow and develop within the organization

Collaborate on the development and implementation of a digital platform to manage all professional development that supports all roles within the school system.

Produces and presents reports to system leadership that reflect the analysis of use and the user experience.

Collaborates and coordinates with leaders and stakeholders to develop short and long-term professional development plans and learning opportunities that meet the needs of employees across all offices.

Develops measures and evaluate professional development opportunities related to the school system strategic plan

Uses data and feedback from all stakeholder groups to inform development and progress on projects

Creates and monitors short-term and long-term goals for the department and provides regular updates on progress

Leads the implementation of the three (3) MCPS Professional Growth Systems

Elevates the NBCT program to increase system-wide engagement

Promotes cross-functional collaboration recognizing and using the competencies resident in all employees including support staff, teachers, principals, and other administrators to foster organizational alignment and commitment to system-wide goals.

Performs other related duties as required
