SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the superintendent’s chief of staff, the deputy chief of staff for family and community engagement (deputy chief) leads the Division of Community Engagement (DCE) and the Department of Family Engagement (DFE). The deputy chief coordinates, implements, administers, and evaluates a comprehensive program of community and family engagement to build meaningful, culturally responsive, and inclusive partnerships between families, schools, the school district, and the broader community to support student learning and well-being. Provides strategic advice and counsel to the superintendent and fellow cabinet members. The deputy chief leads and coordinates work and implements strategies to further Montgomery County Public Schools’ (MCPS) priorities of equity and empowering families by strengthening home-school connections, providing resources, and addressing barriers to learning; collaborates with diverse community organizations and engages in intentional outreach to create safe, respectful environments that celebrate the uniqueness of all students. The deputy chief works to foster trust, facilitate two-way communication, and develop innovative engagement strategies; eliminate opportunity gaps, raise achievement for all students, and advance the mission of MCPS for successful youth development and lifelong learning. PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Night and weekend work for which there is no additional compensation.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of best practices and current research regarding outreach programs, partnership development, and community advocacy and organizing; knowledge of Montgomery County's governmental, social, nonprofit and political environments and diverse community interests; ability to assess program needs; conceptualize new programs, particularly for diverse and multicultural communities; develop short- and long-range plans and coordinate program implementation through various school system departments and with public and private agencies and community organizations; ability to develop and maintain relationships with key community leaders, businesses, partners, advocacy groups, non-governmental organizations, and other stakeholders; ability to implement programs that foster and maintain teamwork among MCPS offices, schools, parent groups, and community members; ability to develop communication networks with school personnel, parents, business, higher education, and community leaders, partners, non-governmental organizations, advocacy groups, and grassroots organizers, acting as a liaison for community initiatives; prepare reports/correspondence for the superintendent and Board of Education; demonstrate excellent management, planning, organization, written and oral communication and human relations skills that are essential and required for the position; and ability to communicate as a multilingual leader is preferred, but not required. Skilled at re-envisioning, building, inspiring and managing a team, especially in a time of growth and change.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in education, public administration, nonprofit management, business, or other relevant field. Minimum of seven years of supervisory/administrative/leadership experience in multicultural education, business, corporate, nonprofit, communications, or public administration. Experience building business and community partnerships and securing resources. Experience building coalitions, organizing communities, and staging campaigns in support of public causes. Demonstrated leadership and broad experience working effectively with diverse staff, students, parents, and the community. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.CERTIFICATE AND LICENSE REQUIREMENTS:None

EXAMPLES OF DUTIES AND RESPONSIBILITIES:Oversees the staff and daily activities of the DCE and DFE to implement district strategies andbuild culturally responsive and inclusive partnerships between families, schools, the school district, and community organizations.Addresses barriers to learning and fostering trust through respectful, two-way communication, and empowers caregivers to advocate for their student’s success.Focuses the work of DCE and DFE on uplifting communities historically excluded from school engagement opportunities, creating safe and welcoming environments where all families can participate in their children’s education.Designs innovative outreach strategies to actively engage diverse community members.Plans, develops, and coordinates parent, community, and business outreach activities and programs that support increased trust in the school system and improved student learning and academic achievement.Designs plans that strategically include key performance indicators to assess progress and impact of all priorities work.Develops public, non-governmental, non-profit, business, higher education, and community partnerships.Supports the efforts of the school district and schools to develop and maintain successful strategic partnerships with businesses and community organizations.Maintains relationships with public, non-governmental, non-profit, advocacy groups, higher education, government agencies, and other groups and individuals on behalf of school system leadership.Implements programs to foster and maintain collaboration among various parent groups, community members, and school and system staff.Develops and implements recognition programs for employees, at the superintendent’s direction.Plans, identifies, and curates special events within the district and in the community, at the Superintendent’s direction.Maintains master special events calendar.Facilitates the school system's commitment to parental/family involvement programs that support educational equity initiatives.Serves as a resource to MCPS offices and departments as well as external organizations with the development of relationships that support their function and, in turn, students and families.Assists parents, school staff, and community organization members with the development of effective programs to improve parental and community involvement to assist students in achieving high academic standards.Sends and receives communication to community partners using a multilingual approach and innovative strategies that actively engages them in a manner conducive to their interests, strengths, and needs.Designs and develops training models for parent/family education and leadership on various issues.Collects data and prepares responses to requests for information.Represents superintendent and school system leadership on task forces and committees.Performs related duties consistent with the scope and intent of the position.Performs other duties as assigned by the chief of staff.
