SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the chief financial officer (CFO), the deputy chief of financial oversight supports the CFO in all aspects of planning, directing, managing and evaluating all offices and activities under the supervision of the Division of Financial Management, ensuring work aligns and supports the overall strategy of the district. Proactively engages office leaders and staff, providing general oversight, monitoring and reporting to ensure the proper and efficient use of funds. As directed by the CFO, engages and works collaboratively with leadership of other offices to ensure accountability and proper management of all Montgomery County Public Schools (MCPS) financial accounting operations and system investments and related resources. Keeps abreast of all federal, state, local and Board mandates for all accounting and financial reporting functions to advise the CFO on relevant changes or additions to policies, procedures, controls and reporting systems. May be deployed by CFO to work with other offices and departments to access fiscal data for decision making and monitoring financial activities. Assists in providing financial data and periodic reports to the Board of Education, the superintendent, and agencies, as needed. MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Substantial knowledge of federal, state, local, and Board of Education laws, policies, regulations, and procedures relating to position and financial management and controls. Knowledge of budget and financial management principles and practices and the MCPS collective bargaining agreements. Ability to support the management of financial operations and control expenditures and related activities. Knowledge of generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) concepts and updates. Ability to establish and implement internal controls, collect and analyze relevant data, track expenses, monitor budgets, and provide clear reports to ensure compliance and financial goals are met. Strong leadership, team and project management skills. Demonstrated ability to analyze, identify, and implement information technology solutions in a complex setting. Knowledge of continuous improvement principles and practices, including customer service. Excellent management and organizational skills and ability to effectively lead staff. Demonstrated excellent oral and written communications and human relations skills. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA). Skilled at re-envisioning, building, inspiring and managing a team, especially in a time of growth and change.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Bachelor’s degree required with at least 7 years of recent experience in budgeting, finance and successful fiscal oversight. Master's degree preferred, with substantial experience in budgeting, finance and fiscal oversight. Experience in the supervision of employees and with demonstrated progressive leadership responsibilities. Familiarity with position budgeting and management within a large public organization and MCPS evaluation standards for select employee groups preferred. Or any combination of applicable education, training, and experience which provides the knowledge, abilities, and skills necessary to perform effectively in the position.CERTIFICATE AND LICENSE REQUIREMENTS: Certified Public Accountant certificate preferred.

DUTIES AND RESPONSIBILITIES:

This position description is not intended to be an exhaustive list of all duties, knowledge, or ability associated with this classification, but is intended to accurately reflect the principle job elements.)Supports the CFO by actively monitoring and managing financial operations, including budgeting, accounting, reporting, and auditing processes, to ensure efficient use of funds, compliance with regulations, and alignment with strategic goals. Analyzes financial data, identifying potential risks, and proposes corrective actions.Establishes internal controls and monitors fiscal activities to ensure proper accounting, operational controls and adherence to the operating budget.Provides periodic reports to the CFO and district leaders to ensure fiscal transparency and accountability.Supervises theDepartment of the Controller and the Employee and Retiree Service Center (ERSC).Assures that the accounting operation of Montgomery County Public Schools is compliant with state, federal, and local laws, as well as with generally accepted accounting principles (GAAP).Oversees and prepares reports for audits, annual financial reports, monthly cash management, self-insurance and other funds.Under the direction of the CFO, works closely with the organization's employee and retiree services, operating budget, capital improvements program, investment, procurement, accounting, investment functions, and performance to ensure optimal performance, continuous improvement and compliance with federal, state, and local laws, policies and regulations.Assists the CFO in developing and monitoring comprehensive performance measurement and Continuous Improvement initiatives.Monitors and tracks the completeness, accuracy, and timeliness of fiscal data, relative to the operating budget and the capital improvements program.Collaborates with other offices concerning the development and implementation of tools to access and evaluate relevant fiscal data for decision-making and monitoring activities.Supports the CFO in coordinating a customer services action plan so that employees and vendors are served effectively and efficiently.Coordinates with the internal audit staff to identify any problem areas in financial accountability to take corrective action.Oversees the ongoing maintenance of a current financial manual for schools and departments.Hires, trains, develops and supervises staff effectively in fiscal matters and processes. Evaluates staff based on MCPS standards and competencies.Maintains a working relationship with financial management officials from other agencies, such as the Montgomery County Government, the Maryland State Department of Education, other school districts, and local, state, and federal governments.Benchmarks practices of other government agencies and school systems with Montgomery County Public Schools and recommends improvements.Ensures compliance with federal, state and local legal requirements by researching existing and new legislation, consulting with outside advisors, and filing financial reports. Advises management of actions and potential risks.Reviews federal, state, and local legislation related to fiscal operations for impact on Montgomery County Public Schools.Understands and applies principles of performance evaluation and professional growth standards for employees.Performs related duties consistent with the scope and intent of the position.
