| Summary Description: Under the general direction of the chief technology officer, leads the work of the Department of Educational Technology, which includes defining, leading, and supervising staff in implementing priorities and initiatives centered on developing rigorous, interactive, and technologies that transform teaching and learning, and serves as the department’s operational and technical leader, supervising and leading department staff to guide, inform and train school staff in the effective and innovative use of technology to instruct students. Collaborates and conducts needs assessments, and sets program objectives aligned with district and education industry trends to meet the needs of schools and staff. Supervises and provides leadership to department staff. Collaborates with a variety of offices (e.g. Teaching and Learning, Districtwide Professional Growth, Strategic Initiatives) and participates in the planning processes for districtwide professional development efforts. Leads the review of educational technology assessments, product purchases, and inventory (i.e., TechMod, interactive boards, devices). Develops, maintains, and implements procedures and process workflows for technology. Leads the design and growth of the professional development programs (e.g., learning management system (PowerSchool), Microsoft, Google, online software tools) for school leadership teams and staff that fosters impactful integration of technology, content, and instructional practices and assessment. Collaborates in cross-departmental reviews of technology impacts as it relates to district policy and regulations when needed. Collaborates with various teams within and outside the department for budget development, fiscal management, grant management and procurement processes.
Partners with key stakeholders including central services staff, school-based staff, parents, business and postsecondary partners, and community members.

KNOWLEDGE SKILLS ABILITIES: Thorough knowledge of current research and best practices on national and state trends and research findings on the integration of technology with teaching, learning, and educational systems in fostering professional learning communities. Ability to demonstrate deep expertise in designing engaging online and in-person learning experiences, developing staff-centered curricula, and collaborating effectively with colleagues to create content tailored for diverse learning environments and stakeholder needs. Thorough knowledge in the educational uses of data to improve student achievement; knowledge of how schools use data and information and change management strategies for professional development and staff support; strong experience in interpreting student achievement data using technology systems. Strong experience in using technology to improve instruction, to better meet the needs of all learners, and foster student participation and engagement. Ability to learn complex systems and processes to define streamlined solutions. Ability to analyze data using tools such as Excel, Google Sheets, etc. Knowledge of data privacy laws, security, compliance standards, FERPA, COPPA, and CIPA. Excellent creative strategic thinking, problem-solving, organization, management, communications (oral and written), and human relations skills. Ability to prepare comprehensive reports and presentations for executive leadership, the Board of Education, Montgomery County Council, and the community. Knowledge of or ability to quickly learn and apply the six leadership standards that have been established for the Montgomery County Association of Administrative and Principals Administrative and Supervisory Professional Growth System (MCAAP AS PGS). |

Education Training Experience:Bachelor’s degree in Education Technology, Instructional Design, Education Administration, Technology (e.g. Information Management, Computer Science), or a related field from an accredited college or university. Master’s degree is preferred. A minimum of five years of supervisory experience in the area of technology. Demonstrated excellence in leading the design and delivering scalable technical and staff professional development programs for the use of K-12 emerging technologies and tools. Experience in project managing multiple complex projects and achieve results within the required timeline, functionality, performance, quality, and budget requirements. Experience managing large budgets, budget forecasting, staffing, and resources for educational programs. Experience with grant management, execution of grant-funded initiatives, and request for proposals (RFPs). Experience in project managing multiple complex projects and achieve results within the required timeline, functionality, performance, quality, and budget requirements. Experience in evaluating educational tools, conducting technology assessments, and enterprise successful implementations. Experience in piloting innovative solutions using emerging technologies and tools (e.g., artificial intelligence) to enhance teaching and learning. Experience in writing functional and technical requirements. Experience in developing roadmaps for technology-enabled resources that are scalable, sustainable, and maintainable.Certificate License: Completion of OAT I or II, or completion within one year of the position start date. Maryland Teacher License preferred. CETL (Certified Education Technology Leader) Certification preferred. |

Example Duties:•Supervises and leads professional/instructional staff in building a repertoire of strategies that send messages of high expectations for all students through the use of innovative technologies.•Participates in and leads the design and implementation of differentiated, job-embedded professional development and/or training to meet stakeholders’ needs and MCPS goals on the integration of innovative technologies.•Plan and review the development of innovative professional development resources.•Coordinates the preparation of appropriate district information, communications and educational technology plans.•Leads and supervises the organization and presentation of K-12 data and professional development on the use of data to inform instructional decisions.•Facilitates the development of professional development products that utilize video, audio, interactive Web presentations, Web-based and video conferencing, online professional learning communities, and assessments of professional development.•Leads the planning and implementation of technology modernization programs to redefine the use of technology across schools and offices.•Supervises assigned staff (that do not deliver instruction to students), manages projects, and establishes processes and procedures that support the effective use of technology and the ongoing professional learning for staff using instructional and business technologies.•Provides and supervises customized training and skill-building opportunities for MCPS employees in offices and schools on using interactive technologies to facilitate school improvement, monitor instruction, and facilitate communication.•Leads efforts that plan for students with special needs (i.e., gifted and talented, English language learners, special education) to ensure that the instructional program meets their needs, specifically through the integration of innovative technologies.•Stays abreast of the latest K-12 technology industry research, best practices and systemwide data in order to provide leadership to staff in the innovative and powerful use of technology in the sustainable development of high-quality curriculum, assessments, and instructional innovations and practices.•Coaches and mentors members of the educational community in the meaningful and productive uses of technology for instruction and monitoring student performance.•Applies knowledge of current research to practice. Models a variety of research-based best practices.•Plans, develops and assists in the infrastructure and classroom design of computer and emerging technologies.•Assists with grant writing opportunities, drafting policy and regulation that impact innovative technologies transforming instructional programs.•Prepares and shares fiscal management reports and participates in budget development for the department.•Serves as a liaison with contracted vendors, parent groups, and statewide technology organizations and initiatives.•Assist in the review of product costs and manage the contract renewals.•Attend events and programs supporting the Division of Technology Services, department, district, and community.•Support and maintain the Division of Technology Services MCPS website.•Performs related duties as required by the position. |
