SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the associate superintendent of finance, the director of the Employee Retiree Service Center (DERSC) is responsible for providing a single point of contact for employees and retirees seeking information about compensation and benefits, as well as, ensuring broad access to accurate and timely information. Collaborates with the associate superintendent of finance and staff in the Office of Human Resources and Development (OHRD) to provide high-quality services to schools and employees by operating a comprehensive employee compensation and benefits, loss prevention, and risk management program that supports success for every student through the role of employee compensation and benefits in attracting and retaining highly qualified staff. Provides administration of employee programs such as payroll, health and retirement benefits, leave, salary administration, and workforce reporting, as well as operating a call center, transactions unit, and communications program to support MCPS employees and retirees.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough in-depth understanding of human resource, employee benefit, and payroll functions, relative federal and state laws, policies, and best practices. Considerable knowledge about leading enterprise resource planning (ERP) software, such as Lawson and communication tools and strategies to effectively communicate employee and retiree information to a diverse MCPS employee and retiree base. Demonstrated ability to develop an integrated employee and retiree services program with responsibility for developing budget plans, controlling expenditures, and related activities. Proven ability to coach, supervise, coordinate and lead a wide variety of disciplines and functions of several units. Considerable knowledge of Continuous Improvement principles and practices, including customer service. Considerable knowledge of database or analytic tools to identify solutions in a complex setting and implemented innovative use of technology to achieve process improvement and efficiencies in operations, reporting, and communications. Proven ability to work collegially towards long-term resolution of functional issues. Excellent written and oral communication skills, and interpersonal skills. Requires the knowledge and application of the standards that have been established for the MCAAP/MCBOA/SEIU Professional Growth Systems.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required from an accredited university or college with an emphasis in business administration, information systems, and/or compensation and benefits administration. Master's degree preferred. A minimum of 5 years experience in the management of compensation and benefits required. Experience in a busy customer-oriented service center desirable. Evidence of supervisory experience over day-to-day operations and personnel in a larger organization. Other combinations of applicable education, training, and experiences may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Serves as the principal advisor to the Board of Education, superintendent, associate superintendent of finance, and associate superintendent for human resources and development in matters related to all employee and retiree services management and planning activities.

Serves on the labor negotiation teams to assist the Board of Education, superintendent, and associate superintendent of finance in developing the economics and benefits provisions of the negotiated agreements

Oversees and monitors the planning, development, implementation and operations of an integrated benefits program including: life and health insurance, and retirement and/pension programs for the Montgomery County Public Schools system which support the Board of Education's and superintendent's commitment to an integrated employee/retiree services program.

Oversees and monitors the planning, administration and implementation of the negotiated compensation and benefit provisions as dictated by the negotiated agreements.

Oversees and monitors the operations of payroll to ensure accurate and timely disbursement of employee pay.

Oversees and manages units utilizing business applications that include the Human Resources Information System (HRIS), and the Lifeworks Retirement System.

Directs staff to research and advise how the expansion of the use of technology can improve service and operational efficiency of the department.

Directs staff to assist in developing efficient processes, process documentation, targets, and performance measures to assess results.

Supervises and evaluates staff within the applicable Professional Growth Systems.

Ensures an integrated ERSC communications strategy is developed, implemented and produces desired results.

Develops and coordinates a customer services vision and action plan to serve employee and retirees of MCPS and oversees the operations of the call center.

Ensures compliance with federal, state, and local reporting requirements.

Works collaboratively with the Office of Human Resources and Development, and the Office of Technology and Innovation concerning the development and implementation of tools to access and evaluate relevant human resources and to resolve policy and process issues relating to employee transactions, employee and retiree benefits, and payroll processing.

Demonstrates leadership in the district's commitment to equity and excellence for staff and students.

Directs and provides oversight for the operation of HRIS transactions for human resources, payroll, insurance, and retirement to ensure successful fiscal practices and the integration of shared business processes.

Monitors and tracks the completeness, accuracy, and timeliness of HRIS transactions and ERS data.

Collaborates with the associate superintendent of finance and the associate superintendent for the Office of Human Resources and Development on all aspects of position management.

Provides ERS data to the Board of Education, superintendent, and other agencies.

Coordinates with the internal audit staff to identify any problem areas in accountability and take corrective action.

Performs related duties consistent with the scope and intent of the position.
