Director, International Admissions and Enrollment

SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the associate superintendent, Office of School Support and Well-Being (OSSWB), develops, manages, coordinates, implements, administers, monitors and evaluates a comprehensive program of residency, and international student admissions. Serves as a liaison to Montgomery County government, the Maryland State Department of Education (MSDE), institutions of higher education, community service agencies, and businesses. Ensures international students receive available services by collaborating with the department of English Learners and Multilingual Education, school leaders, and Bilingual and School Health Services. The Director will lead the development and management of systemic vision and effective strategy aligned with the MCPS strategic initiatives and tenets of anti-racism. The Director will also plan and manage relevant professional learning for central and school-based staff specific to the unique needs of international students.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the MSDE and MCPS policies, regulations, and procedures as related to residency, and international admissions. Thorough knowledge of the McKinney-Vento Homeless Assistance Act, policies, and procedures. Thorough knowledge of developmental needs of students, including ethnic or linguistic minorities; thorough knowledge of federal and state laws regarding immigration and understands both MCPS policy and regulations regarding all aspects of enrollment and residency. Thorough understanding of equity-based, trauma-informed practices and theories of anti-racism and systems design. Ability to speak at least one foreign language is highly desirable. Has the ability to competently and constructively communicate with parents, local, national, and international agencies. Has the ability to manage office staff, records, financial accounts, and grant funding. Ability to lead and motivate staff, to plan and implement professional development activities, ability to access and analyze data, and use advanced technology to enhance enrollment processes and information, and provide information to schools. Skilled in staff and program supervision, and adult training techniques; excellent human relations skills with the ability to establish good relationships with many different types of individuals and groups; excellent oral and written communication skills with ability to speak effectively to both large and small groups, as well as the ability to synthesize and summarize information; and excellent organizational skills. Knowledge and experience with applicable MCPS Professional Growth Systems.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in education, international affairs, or public policy development demonstrated leadership in assessing student needs; planning, developing and implementing programs; evaluating program effectiveness; and in planning and conducting staff training for professional development. Five years administrative and/or supervisory experience required, and five years of successful teaching experience. Experience in working with students and parents from other cultures; or any combination of applicable education, training, and experience, which provide the knowledge, abilities and skills necessary to perform effectively in the position.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for Administrator I, and Observing and Analyzing Teaching (OAT) I and II, or related training, required or obtained by the end of the first year in the position.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Directs and leads the work of the International Admissions and Enrollment (IAE) office including its professional and supporting services staff responsible for evaluating transcripts, grade placements and reviewing residency documents of international students seeking enrollment in Montgomery County Public Schools (MCPS).

Selects, supervises, and evaluates IAE staff and ensures the effective and efficient management of the unit.

Supervises the English Language Development (ELD) Testing Unit that screens international students for English Language proficiency and identifies them for ELD services. IAE also screens Emergent Multilingual Learners (EML) in literacy and numeracy to determine eligibility for Students with Limited/Interrupted Formal Education (SLIFE) services.

Supervises EML Therapeutic Counselors (ETCs) who provide mental health support to EML students in the areas of reunification, acculturation and trauma-informed practices. ETCs also provide professional learning to schools on trauma-informed practices.
Supervises the IAE welcome center where staff, in collaboration with community partners, assist families with online registration, applications for a variety of services and connection to their home schools.

Supervises the newcomer support team, including the newcomer coordinator, newcomer liaison and instructional specialist, in the development of newcomer enrollment best practices and the design and facilitation of professional development.

Maintains and disseminates weekly enrollment data pertaining to international students.

Provides professional learning on enrollment requirements and related information to schools and works with principals and their staff on placement issues and foreign exchange programs.

Develops procedures and reports to a variety of stakeholders, including the MCPS Board of Education and the Montgomery County Council, regarding international student progress and achievement.

Cooperates with local, state and federal government agencies, prepares reports, and disseminates information regarding the initiatives in support of the international student population.

Coordinates Metropolitan Area Foreign Student Advisors (MAFSA) meetings with local school districts to ensure foreign transcripts are uniformly interpreted and evaluated.

Works with principals and their staff on student placement and foreign exchange programs and collaborates with School Health Services to obtain health services for international students.

Designs and develops a program and makes regular improvements to assure high quality counseling, residency, and international admissions services at all levels.

Assures residency and VISA verification, transcript review, and recommended placement of international students who enter MCPS.

Works cooperatively with other MCPS units and county agencies to provide assistance to students and parents of international students.

Writes grant applications, manages monetary funds, and is well-informed about financial policies and procedures, and systems.

Serves as a resource to schools in the placement, programming and graduation counseling for international students.

Trains staff members in policies and procedures related to residency, homeless and international admissions.

Serves as a resource to parents regarding enrollment of international students and resolving their issues or complaints.

Performs related duties consistent with the scope and intent of the position.
