SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the associate superintendent, the director facilitates and guides all aspects of the Department of Professional Growth Systems (DPGS) in leading, facilitating, developing and maintaining comprehensive personnel evaluation systems for administrators, teachers, and supporting services personnel. Responsible for supervising and evaluating all DPGS employees. Directly supervises and evaluates the leaders of each team within DPGS. Establishes and clarifies standards of performance for all employees, including administrators, teachers, and support professionals. Provides support to employees who need additional assistance; and supports a collaborative process used to measure each employee's job performance. Oversees the three professional growth systems: Teacher PGS which includes the development of teaching staff through a comprehensive induction program for teachers new to Montgomery County Public Schools (MCPS) and through direct instructional support of novice and experienced staff performing below standard; the Administrative and Supervisory PGS (A&S PGS) which supports development of high-performing staff and instructional leaders who have the knowledge, skills, strategies, beliefs, and practices that result in student achievement; and the Supporting Services PGS (SSPGS) which ensures the development of supporting services staff through professional development courses, coaching, modeling, mentoring support, direct support to staff performing below competency, and promotion of the continued professional development of the MCPS workforce. All three professional growth systems reflect the MCPS focus on career-long learning through the professional and academic growth and development of all members of the workforce. Provides leadership and facilitation to the PGS implementation teams consisting of key stakeholders including co-facilitating the A&S PGS Implementation Team. Manages and the revisions of PGS systems. Ensures that programs to support mentoring, developing, evaluating, of staff are implemented with fidelity. Works with school-based and central services administrators, teacher leaders, teachers and other teacher-level employees, supporting services employees, employee associations and all MCPS schools and offices to coordinate efforts in the implementation and oversight of the PGS. Provides oversight to the NBCT program, New Teacher Induction and Onboarding of support staff.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge and application of the three MCPS Professional Growth Systems (PGS). Thorough knowledge of MCPS curriculum and instructional programs, policies, procedures and practices and system wide goals. Ability to design, implement, and evaluate personnel evaluation programs including evaluation system in-service training, peer assistance, and mentoring. Ability to maintain current in areas including clinical supervision and other relevant components of effective teacher performance. Extensive knowledge of national trends in the delivery of training including use of technology and best practices related to the development and delivery of training both in school systems and in other organizational entities. Demonstrated ability to function effectively as a team member and collaborate with various offices in the district. . Excellent oral and written communication, human relations, and facilitation skills. Strong organization and leadership skills. Proven ability to acquire knowledge related to current and evolving instructional, organizational leadership and human capital practices.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree required in staff development, educational curriculum, administration or related field. Administrative and supervisory certification and experience. School-based administrative experience preferred. A minimum of five years experience in planning for and implementing systems that establish, track, and evaluate achievement of desired employee performance outcomes. Commitment to continuous improvement demonstrated through the development of successful employee evaluation systems and in selecting and training administrators. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets state certification for administration/supervision or Administrator I.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Leads, directs, facilitates, evaluates staff, and guides all aspects of the Department of Professional Growth Systems (DPGS).

Supervises and evaluates staff at the Center for Skillful Teaching and Leading, lead consulting principal, co-lead consulting teachers, lead professional growth consultant, MCAAP, MCEA and SEIU-Local 500 vice-presidents/liaisons for professional development, instructional specialist for teacher induction, staff development program manager for supporting services, coordinator of the paraeducator program, National Board for Certification for Teachers (NBCT) program coordinator(s), professional growth consultant for Career Pathways, teacher/coordinator of the Workplace English Program, Student Learning Objective (SLO) professional developer, and secretarial staff.

Coordinates the continuous development of performance evaluation systems for teachers and supporting services staff.

Coordinates the implementation of peer assistance and other mentoring programs for teachers.

Develops and presents teacher and supporting services employee evaluation training sessions for administrators.

Coordinates and oversees the preparation and delivery of second class certificates, nonrenewal, and dismissal recommendations for teachers and support staff.

Meets with community and employee groups to explain employee evaluation systems responding to questions about employee training, selection, and performance evaluation.

Attends conferences and training events to maintain currency on matters related to performance evaluation and other human resources and development issues.

Assists school-based and central services administrators, teacher leaders, teachers and other teacher-level employees, supporting services employees, employee associations and all MCPS schools and offices to coordinate efforts in the implementation of the PGS.

Establishes with the team the strategic direction of the department in alignment to the strategic plan of the district.

Ensures that there is up-to-date DPGS information (e.g., program mission summaries, budgets) for MCPS Strategic Plan and other system documents.

Oversees, guides and is responsible for professional development for all MCPS staff on the PGSs.

Co-facilitates the A&S PGS Implementation Team.

Participates as a member of the Teacher PGS Implementation Team and the Supporting Services PGS Implementation Team.

Co-facilitates the Principals PAR Panel, Assistant Principal PAR Panel and Central Services/Business and Operations PAR Panel.

Supervises the Teacher PAR Panel and Supporting Services PAR Panel.

Provides individual coaching for administrators on A&S referrals to PAR and A&S PAR Panel presentations.

Oversees and supports individual coaching for administrators on Teacher and Supporting Services PAR Panel presentations.

Collaborates with the Office of School Support and Improvement to ensure the fidelity of implementation of the PGS systems.

Co-facilitates the Career Development and Educational Improvement (CDEI) Committee.

Participates as a member of the Leadership Development Advisory Committee (LDAC) and Cross-functional Professional Learning Workgroup.

Serves as MCPS Liaison for Teacher and Principal Evaluation (TPE) with MSDE.

Implements system-wide initiatives (e.g., Student Learning Objectives, Multi-tier Evaluation Systems) related to teacher and principal evaluation.

Presents on initiatives and opportunities for input and questions to Board of Education, Cabinet, Principal PLCs, and other MCPS and Association leaders and stakeholder groups.

Guides the work of all DPGS staff in their data collection and analysis, presentations, decision-making, planning, and action steps related to stakeholder groups and MCPS/Association committees and workgroups.

Implements the Mentoring Program for administrators and supervisors.

Supervises the Mentoring Programs for teachers and supporting services.

Supervises the Career Pathways Program.

Oversees the Facilitative Leadership (FL) Program and provides facilitation for selected school-based, central services and association workgroups.

Oversees New Educator Orientation and Supporting Services Orientation.

Oversees the Supporting services Training Corps (SSTC).

Supervises the Workplace English Program.

Performs related duties consistent with the scope and intent of the position.
