SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the chief, develops and implements a strategic and innovative plan for the Department of Human Capital Management in alignment with the Office of Human Resources and Development (OHRD) and school system strategic plans. Provides leadership and supervision for personnel responsible for talent acquisition, of teachers, support professionals, and substitute & temporary positions, as well as staffing schools, the professional certification unit, higher education partnerships and student teacher programs, strategic recruitment and career pathways. Ensures equity, excellence, and inclusion in the hiring of all teachers and support professionals, with a goal of retaining highly qualified, diverse individuals, promoting fair and equitable human resources practices in the selection, promotion, and assignment processes.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of local, state, and federal laws, rules, and regulations related to the recruitment and selection of all employees that impact the overall management of the school system. Demonstrated ability to lead, organize, manage, and work collaboratively with a focus on innovation in the midst of significant hiring challenges. Excellent interviewing, interpersonal, oral and written communication skills. Understands and uses technology to improve efficiency and effectiveness of all hiring processes. Effectively uses data to monitor progress toward achieving organizational effectiveness and system wide goals. Ability to prepare papers and presentations for executive leadership, the superintendent of schools and the Montgomery County Board of Education. Ability to create and maintain a positive work environment by exhibiting high performance expectations, and a commitment to professional growth and continuous program improvement. Works effectively with principals, administrators, support staff, union partners, and other stakeholders. Knowledge of the Professional Growth Systems (PGS) established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS) and the Supporting Services (SEIU) Professional Growth System (SSPGS). Demonstrated ability to supervise and evaluate staff and implement the appropriate PGS standards.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in human resources, business, education, administration, supervision, or personnel administration. Seven years or more experience in progressively responsible positions in a large multi-faceted organization or school system. Experience in staff recruitment, selection and assignment, and employee relations. Experience as a principal is desirable. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland requirements for certification in administration and supervision preferred.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

REPRESENTATIVE DUTIES: (Incumbents may perform any combination of the essential functions shown below. Develops and implements a strategic plan that incorporates action plans that align with and support the OHRD and school system strategic plan. Ensures the implementation of all automated processes including MCPS Careers and Human Resources Online. Serves as a key stakeholder for ongoing human capital management system projects and upgrades in collaboration with the Office Strategic Initiatives. Provides overall supervision and direction for the recruitment, selection, placement, promotion, transfer, reassignment, and termination for all permanent, conditional, temporary, and substitute teachers and supporting services personnel. Supervises and evaluates all mission essential activities, services, and program functions performed by staff in the Recruitment, Staffing, and Certification Units and ensures compliance with the Maryland State Department of Education (MSDE). Prepares data reports related to key measures defined in office or system strategic plan. Collaborates with administrators and supervisors to recruit, select, and assign staff to teacher-level and supporting services positions, to project future needs, to monitor promotions, and to address personnel concerns that occur in schools and/or offices. Resolves personnel-related complaints. Prepares department budget and monitors department expenditures. Interprets and assures compliance with personnel-related laws, policies, and procedures impacting MCPS staff and assists in the adjudication of personnel problems. Develops and recommends the adoption of personnel policies and procedures for superintendent and Board of Education approval. In collaboration with ERSC and Budget unit, oversees position control and monitors negative variances. Delineates key processes of the department and monitors the effectiveness and efficiencies of these key processes. Collaborates with the chief on the overall operation of the OHRD. Works to identify employee pools that will increase the diversity of the MCPS workforce. Meets regularly with principals, department directors, and union leadership to discuss personnel-related matters and to seek feedback regarding the work of the department. Represents the chief of OHRD when requested to do so. Maintains current knowledge of State/Federal legislation regulations, requirements, and guidelines related to personnel and certification management. Attends conferences, reads journals/papers, and attends workshops to remain current concerning trends in the education field. Keeps abreast of local, state, and national developments in personnel management. Performs related duties consistent with the scope and intent of the position.
