SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Chief of Staff, assesses the district needs in the area of partnerships and institutes the office as the point of contact for the district. Develops and implements strategic engagement of stakeholders aligned to the Montgomery County Public School (MCPS) Strategic Plan outcomes and Board of Education policies. Works with state, county, public, private, philanthropic and volunteer agencies to plan for comprehensive partnerships in schools and district offices focused on enhancing student learning and academic achievement. Manages ongoing relationships with existing district partners and as needed, leverages those relationships to greater collective impact. Conceptualizes new strategic initiatives that could be established to support MCPS¿ Strategic Plan and supports the recruitment and engagement of such stakeholders.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of current literature and research on partnership or engagement models that support student learning and academic achievement. Excellent management, planning, organization, written communications, and human relation skills required. Ability to assess program needs; conceptualize new programs, particularly for diverse communities; develop short and long-range plans; and coordinate plan implementation through various school system departments and with public and private agencies through collaboration with other MCPS offices and community, government and philanthropic organizations; develop communication networks with school personnel, business, government and community and parent leaders; infuse technology multimedia to support outreach; oversee development of department¿s strategic plan; evaluate and lead staff to the vision for the department; prepare presentations and reports to the superintendent and Board of Education. Ability to organize and work with volunteers to be successful and effective partners.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in education, business administration or related field. 5 years¿ experience in administration and management. 3 + years specifically related to partnership building experience. Experience in strategic partnerships in school districts, government or related agencies a must. Demonstrated success in development of strategic initiatives in partnerships and tangible experience of having expanded and cultivated existing partnerships over time. Successful experience in directing, supervising, and evaluating staff. Experience in program development and implementation. Demonstrated leadership and broad experience working effectively with diverse staff, community and other stakeholders. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Develops and implements a partnership strategy to increase the reach and impact in schools and at the district-level including government agencies, business and community partnerships.

2. Conceptualizes new strategic initiatives that could be built around or benefit from corporate, foundation, government, bilateral organizations or other partnerships.

3. Links school and office needs with existing or new partnerships.

4. Monitors the effective implementation of Board policies and district procedures regarding partnerships and recommends goals, policies, and programmatic changes.

5. Coordinates the development and dissemination of reports and information relative to partnerships for staff, Board of Education, parents, community members, business leaders and schools.

6. Oversees management of financial accounts and expenditures and prepares reports annual budget recommendations.

7. Supports the development of a strategic plan for contributions to MCPS in coordination with MCPS Foundation and other philanthropic agencies.

8. Supports the development of a strategic plan for volunteers, including procedures for screening and training, linked to strategy for engagement and partnerships.

9. Collects data and prepares responses to requests for information.

10. Represents family and community partnerships on task forces and committees.

11. Performs related duties consistent with the scope and intent of the position.
