EXAMPLES OF DUTIES AND RESPONSIBILITIES:
Ensures the execution of the MCPS strategic plan by identifying key processes, establishing targets, monitoring data, and implementing related process improvements.Designs and implements systems and processes for effective customer service to school principals and school communities. Develops and implements the departmental strategic plan.Directs the development of policies, procedures, and plans that ensure proper control over procurement and contracting transactions. Maintains the procurement manual and keeps it current. Supervises, plans assignments, and helps to organize the workflow of the procurement unit; approves recommended procurement methods and recommended contract awards.Directs staff in performing all procurement activities, including the preparation of statement of works; reviews commodity specifications, detailed analyses of cost proposals, issuance of contract medications, negotiation of contracts, investigations and resolution of contractor performance. Prepares and presents with staff recommendations for contract awards to the Board of Education required for procurement solicitations. Collaborates with schools and central services departments to seek out new commodities and processes that may have added value to MCPS. Provides access to training programs that ensure equitable practices and support employees in assuming higher level positions. Plans, directs, or coordinates purchasing, warehousing, distribution, forecasting, customer service, and planning of services.Ensures customer satisfaction by assessing satisfaction and implementing improvements based on customer feedback.Plans, budgets, organizes, and implements plans and systems to meet the logistical demands of schools, offices, and county government clients.Manages warehouse revolving fund.Manages furniture accounts for additional and replacement school furniture; receives and evaluates school requests for furniture; and meets needs with surplus furniture or new procurement.Manages the supply and property aspects of school closings and openings. Budgets for staff, authorizes part-time employment or overtime for staff to accomplish redistribution of building contents.Plans, organizes, and implements systems for fuel and oil distribution to schools.Manages warehouse space utilization and distribution systems. Assumes responsibility for management of the MCPS fixed asset inventory of furniture and equipment in schools and offices.Provides leadership, oversight, and support to the leadership team members and employees in the Division of Food and Nutrition Services, and the Editorial, Graphics, and Publishing Unit. Keeps abreast of local, state, and national developments, including in Child Nutrition Programs, in order to effect changes in operation as necessitated by current changes in society, business, education, etc. Keeps knowledgeable regarding ongoing and new program development. Assists in the preparation of special reports. Applies the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), the Teacher Professional Growth System (TPGS), and the Supporting Services (SEIU) Professional Growth System (SSPGS)Performs related duties consistent with the scope and intent of the position.
