SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under direction, administers a comprehensive, systemwide staff development program aimed at developing a continuously-improving, self-renewing organization whose employees learn and apply the knowledge, skills and best practices needed to maximize student performance. Working collaboratively with communities, clusters, and individual schools, the director helps identify training priorities and oversees the development and delivery of programs that address the identified needs. Working with colleges and universities, nationally recognized trainers, community businesses and Montgomery County Public Schools (MCPS) staff, the director manages the development of administrative training initiatives, modeling effective, state-of the-art, leadership practices that are infused through in-service and other training initiatives throughout MCPS at all organizational levels. Department responsibilities include new teacher and new administrator orientation, organization of Trend Benders, as well as other meetings and conferences, participation on cross-functional leadership teams, support of local school Quality Management Councils and the monitoring of key performance indicators to assure program effectiveness. Physical Demands: None Special Requirements: Availability to work evening and weekends to attending meetings, to observe and conduct training, and to attend conferences and other personal professional development events.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: Thorough knowledge of MCPS curriculum and instructional programs, policies, procedures and practices and systemwide goals. Extensive knowledge of national trends in the delivery of training including use of technology and best practices related to the development and delivery of training both in school systems and in other organizational entities. Demonstrated ability to function effectively as a member of a cross-functional management team. Excellent oral and written communication, human relations, organization and leadership skills. Proven ability to acquire knowledge related to current and evloving instructional and organizational leadership practices and to translate that knowledge to meaningful staff development programs and activities. Knowledge and application of the three MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience:Master^s degree from an accredited college or university with course work in educational administration, curriculum development and related behavioral sciences. Doctorate preferred. Experience conducting training needs assessments, designing and delivering training to meet those needs using a variety of modalities and evaluating training outcomes. Experience as a classroom teacher and school administrator desirable. Other combinations of the knowledge, abilities, and skills may be considered.Certificate License:Meets State of Maryland requirements for principal and supervisor certification.

DUTIES AND RESPONSIBILITIES:

Example Duties:1. Proposes to the deputy superintendent for the office of Organizational Development, a comprehensive, inclusive, and creative training plan aimed at improving student performance.2. Supports local-school teacher-training initiatives assuring compliance with the MCPS evaluation system. 3. Maintains a commitment to continuous improvement building an exemplary Leadership Academy.4. Organizes Trend Bender and other conferences and meetings related to the superintendent¿s goals and initiatives.5. Meets contractual commitments to Quality Management Councils.6. Continuously looks for new programs and activities in both the public and private sector that could be implemented to foster continuous improvement in MCPS. 7. Travels to participate in conferences and training events to build working relationships with other service providers and to promote self improvement.8. Monitors the acquisition of identified competencies by employees at all organizational levels and the impact of competency acquisition on employee performance. 9. Develops a comprehensive training budget, works collaboratively with school system leadership staff to support its funding, then, serves as the primary account manager. 10. Promotes cross-functional collaboration recognizing and using the competencies resident in all employees including support staff, teachers, principals, and other administrators to foster organizational alignment and commitment to systemwide goals.11. Performs other related duties as required.
