SUMMARY DESCRIPTION OF CLASSIFICATION: Under general direction of the chief technology officer, aligns, supervises, and deploys staff to coordinate the work of the Department of Infrastructure and Operations, which includes data center operations, directory services, technology services and support, the knowledge desk, database administration, telecommunication services, IT security and risk management. The primary function of this position is to lead the ongoing work to design, develop, and deliver an operational infrastructure that provides high availability uptime and that scales to meet the district¿s growing commitment to anywhere, anytime access to required instructional and administrative systems. Aligns the priorities of the department with the vision of the Office of the Chief Technology Officer (OCTO). Ensures the work carried out by staff supports the policies of the Board of Education and the expectations of the superintendent and executive staff.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Ability to manage multiple complex projects and achieve results within required deadlines, functionality, performance, quality and budget. In collaboration with peers, staff, and the chief technology officer, the director will lead the development and integration of state of the art data center, telecommunications, security, directory services, storage, server, and practice methodologies to maintain and build a reliable and robust computing environment. Demonstrate skills and ability to manage projects and staff, implement and integrate purchased or developed solutions, and model effective customer management practices. The director will confer with the office¿s leadership and staff in developing a clearly defined and articulated vision for how the district¿s enterprise infrastructure is designed, developed, and managed. The director will be a technically competent, hands-on self-starter with strong communication, leadership and organizational development skills, and leads with a continuous improvement mindset. Knowledge and administration of the school system¿s employee professional growth systems is an essential element in the director¿s work to develop, empower, and provide timely feedback to staff. The director must possess a strong work ethic and the commitment to nurturing productive relationships with staff, colleagues, customers, and partners. Knowledge of a variety of technology architectures, software development lifecycle, application security, project/process management and the operations of a large public school system are essential. Knowledge and application of the three MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree in technology or related discipline from an accredited college or university, Masters degree preferred. Experience with multi-platform computing environments, enterprise network operations, web-based system architectures, as well as centralized and distributed client server functionality. Specific experience with Cisco systems and Microsoft server/workstation architectures and design. Significant experience in managing multiple complex systems projects and prior supervisory or leadership experience. Familiarity with the MCPS Professional Growth Systems evaluation criteria and procedures.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supervises the implementation and operation of all technology infrastructure deployed across our schools and central services locations which includes directory services, data center, network and wide area network services, telephone, service monitoring, user support/help desk, UNIX and Windows server administration, Exchange, storage and related software.

Supervises the programs and projects to ensure the availability, integrity, and security for all IT systems and infrastructure.

Leads the infrastructure and operations teams with overall responsibility for technology infrastructure planning and deployment of technology services including contact center and telecommunication systems.

Models and leads the engineering and support team.

Makes technical decisions and works closely with other directors in OCTO and cross functionally with other offices.

Demonstrates strong communication and leadership skills in a continuous improvement business environment.

Works with multiple project teams simultaneously and thrives in fast-paced, dynamic environment.

Provides planning, project management and implementation leadership, identifying opportunities for improvement, cost savings, and service quality improvement.

Collaborates in the formulation of the district¿s enterprise architecture and business system plans; assessing cost and feasibility, and ensuring the plans are aligned with and supports the strategic goals of the business.

Provides direct oversight, problem-solving leadership for complex infrastructure implementation, system upgrades, and operational troubleshooting.

Implements comprehensive disaster recovery architecture and operations, including storage area network and redundant, highly-available server and network architectures.

Uses the MCPS professional growth systems to develop, support, and evaluate staff.

Develops, supervises, and evaluates staff responsible for quality assurance, configuration management, testing, client servers, database management and data control.

Delegates responsibility to unit supervisors as appropriate.

Performs related work as required.
