SUMMARY DESCRIPTION OF CLASSIFICATION: Under general direction of the chief of strategic initiatives, aligns, supervises, and deploys staff to coordinate the work of the Department of Infrastructure and Operations, which includes data center operations, enterprise systems administration, technology services and support, IT help desk, database administration, telecommunication services, IT security and school technology support. The primary function of this position is to lead the ongoing work to design, develop, and deliver an operational infrastructure that is highly secure and provides high availability uptime and that scales to meet the district's growing commitment to anywhere, anytime access to required instructional and administrative systems. Aligns the priorities of the department with the vision of the Office of Strategic Initiatives (OSI). Manages the operating budget and spending for the department. Ensures the work carried out by staff supports the policies of the Board of Education and the expectations of the superintendent and executive staff.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Ability to manage multiple complex projects and achieve results within required deadlines, functionality, performance, quality and budget. In collaboration with peers, staff, and the chief of strategic initiatives, the director leads the development and integration of state of the art data center, IT security processes and procedures, telecommunications, enterprise systems administration, storage, server, and practice methodologies to maintain and build a reliable, secure and robust computing environment. Skilled in fiscal management and able to develop/manage operating and capital budgets. Demonstrates skills and ability to manage projects and staff, implement and integrate purchased or developed solutions, and model effective customer management practices. Skilled in negotiating and managing vendor relationships the director confers with the office's leadership and staff in developing a clearly defined and articulated vision for how the district's enterprise infrastructure is designed, developed, and managed. The director must be technically competent, hands-on self-starter with strong communication, leadership and organizational development skills, and leads with a continuous improvement mindset. Knowledge and administration of best practices in employee professional growth, including staff development and providing timely feedback to staff. . of a variety of technology architectures, software development lifecycle, application security, infrastructure security, project/process management and the operations of a large public school system are essential. Knowledge of or ability to quickly learn and apply the three MCPS Professional Growth Systems (PGS), evaluation criteria and procedures.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree in technology or related discipline from an accredited college or university, Master's degree preferred. A minimum of 5 years of progressively more relevant experience, including supervisory experience. Experience with multi-platform computing environments, cybersecurity, infrastructure and IT security, enterprise network operations, cloud-based system architectures, as well as centralized and distributed client server functionality. Specific experience with Cisco systems and Microsoft server/workstation architectures and design. Significant experience in managing multiple complex systems projects and prior supervisory or leadership experience. Experience in creating and managing the operating budget for an organization or department.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supervises the implementation and operation of all technology infrastructure deployed across schools and central services locations which includes enterprise systems administration, data center functions, physical and wireless local and wide area network services, telephone, service monitoring, user support/help desk, UNIX and Windows server administration, Exchange, Office 365, Google Education suite, storage and related software.

Supervises the programs and projects to ensure the availability, integrity, and security for all IT systems and infrastructure.

Leads the infrastructure and operations teams with overall responsibility for technology infrastructure planning and deployment of technology services including contact center and telecommunication systems.

Prepares security reports and participates in security management committee meetings and presentations. Engages with staff both internally and across the organization on risk assessments and assists in preparing necessary reports, recommendations, and tracking of remediation activities.

Manages security initiatives including oversight of operational security activities performed by department staff. Collaborates with stakeholders on organization-wide security related activities involving processes, procedures, and policies. Provides participation and oversight of disaster recovery and incident response planning, testing, documenting, and reporting activities.

Creates and manages a large operating budget to include all aspects of department spending.

Managing and negotiating large-scale service contracts.

Maintaining vendor relationships for the purpose of evaluating new services or renewing terms and contract details for existing.

Participate in the management of the capital budget as it relates to qualified projects and service details.

Performs evaluations for staff, in line with the professional growth system.

Understands and manages the department and infrastructure in accordance with government regulations around K-12, including Family Educational Rights and Privacy Act (FERPA), Children's Internet Protection Act (CIPA), and The Children's Online Privacy Protection Act (COPPA).

Participates and advises on new and existing vendor relationships, evaluating them for data security, data privacy, and appropriate terms and conditions.

Familiarity with government educational funding programs, such as Erate.

Models and leads the engineering and support team.

Makes technical decisions and works closely with other directors in OSI and cross functionally with other offices.

Demonstrates strong communication and leadership skills in a continuous improvement business environment.

Works with multiple project teams simultaneously and thrives in fast-paced, dynamic environment.

Provides planning, project management and implementation leadership, identifying opportunities for improvement, cost savings, and service quality improvement.

Collaborates in the formulation of the district's enterprise architecture and business system plans; assessing cost and feasibility, and ensuring the plans are aligned with and supports the strategic goals of the business.

Provides direct oversight, problem-solving leadership for complex infrastructure implementation, system upgrades, and operational troubleshooting.

Implements comprehensive disaster recovery architecture and operations, including storage area network and redundant, highly-available server and network architectures.

Uses the MCPS professional growth systems to develop, support, and evaluate staff.

Develops, supervises, and evaluates staff responsible for quality assurance, configuration management, testing, client servers, database management and data control.

Delegates responsibility to unit supervisors as appropriate.

Performs related work as required.
