WORKING TITLE: Director, Department of Curriculum and Instruction GRADE: Q MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, is responsible for the administration of the department, as well as providing leadership for the designing, planning, development, implementation, and monitoring of countywide curriculum and instructional programs in the academics (K-12) to include: Reading, English, Mathematics, Science, Social Studies, Foreign Language, Special Education, Technology Integration, and Instructional Initiatives. Provides supervision for department staff; provides leadership for this staff in planning responsive improvements in academic programs. Requires presentations to the Board of Education and frequent dialogue with community members, state officials, and media representatives.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the instructional programs of the Montgomery County Public Schools (MCPS); thorough knowledge of educational theory, research based best practices, National Standards, and Maryland State Content Standards, Core Learning Goals, and Learner outcomes. Knowledge of school improvement planning process. Knowledge of curriculum design, implementation, and evaluation. Ability to collect, analyze, and use data to plan for curriculum reform. Ability to support the department's vision, promote open communication, and collaborative problem based best practices, National Standards, and Maryland State Content Standards, Core Learning Goals, and Learner outcomes. Knowledge of school improvement planning process. Knowledge of curriculum design, implementation, and evaluation. Ability to collect, analyze, and use data to plan for curriculum reform. Ability to use systems thinking to establish clear goals for the development of curriculum. Ability to plan alignment of curriculum, assessment, and instruction with state standards. Writing and technology skills necessary for producing comprehensive reports and making presentations. Innovative and creative teaching with demonstrated ability to conceptualize ideas, leads, and evaluates large scale curricular projects. Excellent interpersonal skills built on communication and collaboration. Excellent oral and written communications and human relations skills. Knowledge and application of the three MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university with specialization in the area of curriculum and/or administration. Experience as a classroom teacher, curriculum coordinator, and/or principal; experience providing leadership in designing, planning, and implementing instructional programs. Experience in designing curricular framework. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Ability to increase responsibility and leadership in the position; ability to prioritize and manage multiple tasks in a complex 189 school system; and wide range of varied experiences across school systems and secondary education institutes. Doctor's degree desirable.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisors and principals.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening Board of Education meetings, PTA presentations, award ceremonies, and school programs may be required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Identifies needs for curriculum, development, and instructional program improvement; designs, and conducts evaluations of new and existing instructional programs, and interprets the program to the professional staff, Board of Education, and the community.

Provides support to the instructional programs through the identification, evaluation, and selection of instructional materials, and through the development of teacher guides.

Participates in the selection and evaluation process for department staff; provides the necessary administrative and supervisory function for appropriate leadership of the department staff.

Develops and manages the MCPS budget dealing with instructional program maintenance, development, and improvements.

Establishes collaborative relationships with other offices and agencies in MCPS and Maryland State Department of Education (MSDE) that support the mission of the department.

Participates actively in the Council on Instruction process.

Collects and utilizes data to inform instructional decisions and monitors plans for academic interventions.

Coordinates proven, research-based methods and strategies for curricular reform.

Develops and presents information and programs to the Board of Education (BOE), professional staff groups, and community groups.

Talks with media about curriculum, instruction, initiatives, and student achievement.

Actively promotes research and development work to identify new and innovative programs and practices.

Works with community and school groups to build their knowledge of curriculum and instruction.

Actively pursues opportunities for life-long learning and professional growth.

Provides leadership in designing and developing new programs and initiatives to meet identified needs.

Uses creative and critical thinking in curriculum work, staff management, and problem-solving.

Supervises staff workload of program supervisors and instructional specialists across all content areas.

Performs related work as required.
