SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Chief of Communications, Engagement and Innovation, engages the public to build their understanding of and confidence in the vision, goals and programs of the Montgomery County Public Schools (MCPS). The director develops and implements public relations strategies; directs internal and external communication and media relations; serves as an official spokesperson; oversees instructional television services, oversees the Language Assistance Services Unit; and counsels staff on public relations issues. Understands and communicates school system priorities to the news media and the public; establishes two-way channels of communication and helps school employees communicate effectively to each other, students, parents, elected officials and other stakeholders.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of communications and social media best practices; ability to speak confidently and clearly with the media; working knowledge of current leadership concepts, strategies and practices; knowledge of the public records request protocols; and demonstrated supervisory skills, outstanding written and oral communication. Knowledge of the professional growth systems for the three employee associations (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: A degree from an accredited college or university. Minimum of five years of experiences that demonstrate progressively responsible communications/public relations experience; including a minimum of two years of supervisory experience. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position.
CERTIFICATE AND LICENSE REQUIREMENTS: None.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to travel for public presentations.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Plan, create, and coordinate multi- pronged communications campaigns that programs that communicate the vision and educational goals of MCPS.

Engages in dynamic public interaction projecting professionalism, imagination, enthusiasm and energy to build support for MCPS educational programs, processes and policies.

Oversee the Department of Public Information and Web Services to ensure information disseminated to the public is accurate, timely, and reflect the mission, vision and core principals of MCPS.

Oversee MCPS-TV to ensure the production of high-quality, innovative and effect programming

Oversee the Language Assistance Services unit to ensure parents can access important MCPS information regardless of their native language.

Consults with administrative staff to assure clear, concise communications that serve their intended purposes.

Serves as the MCPS Public Information Officer.

Support the Maryland Public Information Act process.

Builds and maintains excellent relationships with news media and provides them with needed information that communicates MCPS programs and activities, and the policies and viewpoints of the superintendent and Board of Education.

Counsels the superintendent, MCPS leadership, members of the Board and other staff regarding public relations and communications issues and strategies.

Performs related duties consistent with the scope and intent of the position.
