SUMMARY DESCRIPTION OF CLASSIFICATION: Provides leadership in developing and implementing the district¿s Pre-K¿12 English Learner and Multilingual Education program. Collaborates with district staff and external personnel to ensure rigorous and equitable opportunities for English Learners and multilingual students in Pre-K¿Grade 12. Researches appropriate instructional programs and classroom strategies to successfully implement federal and state standards for English language Learners. Oversees curriculum development, implementation and the districtwide professional learning plan for teachers of English Learners and grade level content teachers of English Learners. Leads the Two-Way Immersion and American Indian Education Programs. Manages and oversees the English Learner budget and accountability for the district. Demonstrates knowledge, skills, and abilities consistent with developing and implementing the vision and the mission of the division and creates and maintains a culture of professional growth and high expectations. Performs division-level leadership duties and models the A&S Professional Growth System leadership standards; makes employment recommendations; implements the professional growth system at the division level including the evaluation of other administrative employees. Participates in budget preparation; assigns duties and schedules the work of others; develops division-level strategic plans that align with the school system¿s strategic plan; and promotes collaboration with stakeholders, the continuous improvement of products, services, and processes, and ensures the effective and efficient management of the division.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of principles and techniques for teaching English Language Development. Knowledge of curriculum and instruction. Ability to interpret data. Excellent management skills and interpersonal skills. Highly skilled in collaboration, group process and team facilitation. Training and/or experience in testing, multi-level instruction, and planning/designing/implementing curriculum adaptations. Knowledge of current English as a Second Language policies and practices. Knowledge and experience working with outside agencies. Knowledge and experience with planning and presenting to various stakeholder groups. High level of experience working with diverse groups in a variety of projects and capacities. Ability to provide direction to others and make independent judgments, keep and maintain accurate records, meet deadlines, communicate with individuals of varied cultural and educational backgrounds, work collaboratively with others, and possess strong oral and written communication skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in education, administration, or a related field. Course work should include English Learner, multilingual education, linguistics, and cross-cultural studies. Experience as a teacher of English Learners is preferred. Instructional and leadership experience in the areas of English Learners and local school administration experience preferred. Experience in developing and implementing language immersion programs to meet student needs. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for administrator I.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Some evening meetings required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Develops strategic plan to address instructional needs of English Learners who receive ESOL services K¿12.

2. Develops and coordinates K¿12 English Learner program intake, instructional program, exit and post-exit processes with the intent to have all multilingual learners meet and exceed grade level standards in all content areas.

3. Selects curriculum resources for use by teachers and schools Pre-K¿12. Recommends new approaches, programs, and techniques.

4. Identifies professional learning needs and plans and coordinates districtwide training programs.

5. Monitors the effective implementation of Board policies and MCPS English Learner/multilingual program procedures. Recommends goals, policies and programmatic changes.

6. Observes and/or evaluates English Learner/multilingual professional and support staff members.

7. Collaborates with leaders of schools and programs to ensure that instructional practices and service models are aligned with research, regulations, and policies.

8. Keeps abreast of local, state, and national developments in order to effect changes in operation; keeps knowledgeable regarding ongoing and new program development. Reviews recent literature and research studies and reports. Evaluates findings and suggests changes or modifications to improve existing programs.

9. Utilizes postsecondary partnerships to ensure college and career ready goals extend past Grade 12 and utilize Early Childhood partnerships to ensure future students birth through 5 have opportunities to engage in dual language development prior to arriving at MCPS.

10. Direct usage of Title III funds and local funds equitably to positively impact English Learners and family outcomes. Prepares an annual division operating budget with supporting data necessary for clarification to the superintendent and the Board of Education. Oversees management of financial accounts and expenditures.

11. Maintains the English Learner/Multilingual Program database in order to monitor student progress and evaluate program effectiveness.
12. Assists schools in developing schoolwide plans to include English Learners in attaining high academic goals consistent with the goals and objectives of the district.

13. Supports and enhances the Two-Way Immersion Programs.

14. Actively works to establish stronger community partnerships and initiatives to support families and their students who are multilingual learners.

15. Prepares reports to meet local, state and federal needs.

16. Serves on or chairs committees/design teams/work groups to review, modify, develop, and/or evaluate instructional programs and resources.

17. Maintains a deep understanding of the Maryland College and Career Ready Standards in relation to national assessments in order to infuse them into all components of the English Learner acquisition development.

18. In collaboration with the Director of Pre-K¿12 Curriculum, develops course descriptions for new and existing English Learner course offerings.

19. Serves as liaison with MSDE and other educational agencies and community groups relating to English Learner and multilingual interests.
20. Knowledgeable and skilled in the use of various technology applications and devices.

21. Performs other duties as assigned.
