SUMMARY DESCRIPTION OF CLASSIFICATION: The Director of Student Engagement, Behavioral Health and Academics reports to the Associate Superintendent, Student and Family Support and Engagement. The Director plans, develops, manages, and monitors instructional programs for alternative education programs and school sites, disciplinary procedures and programs, and behavioral health programs related to student discipline. Supervises the operation of the Blair Ewing Alternative Program site(s). Interfaces with county agencies and community partners to develop partnerships that foster positive, restorative approaches for alternative student educational experiences. The Director will lead the development and management of a systemic vision and effective strategy that provides for a positive and restorative alternative education experience in the school environment in each school building and program and across the district. Provides leadership, monitoring, and analysis of the implementation of student discipline policies including suspensions, request for expulsion hearings, and crisis management. Coordinates educational services and monitors achievement of MCPS students placed at Noyes or other juvenile detention sites. The Director will also plan and manage relevant training, including in alternative education, behavioral management and restorative justice for school-based and central office staff. May serve as point of contact for Board of Education, public entities, and the business community.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of state and federal public school laws and the policies and regulations of the Montgomery County Board of Education, particularly related to alternative education, school discipline, education in juvenile detention, and restorative justice, and the MCPS Program of Studies. Ability to provide leadership for school and central services staff. Possesses excellent skills in program and personnel evaluation, oral and written communications, and human relations. Beliefs and actions reflect the mission, vision and core values of the district. This position requires the knowledge and application of the six leadership standards established for the Montgomery County Association of Administrators and Principals Administrative and Supervisory Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in education-related field. Doctorate preferred. Training, coursework, and/or experience with alternative education programs and behavioral supports. Expertise in development and implementation of programming to meet the diverse needs of students (e.g. academic, behavioral, social, and emotional) that have not experienced success in traditional school settings. Experience in data analysis. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for Administrator I and II certification. Certification in special education, school psychology, pupil services, or other related services is desired.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Consults with central services leadership and collaborates with other offices to develop, implement, and evaluate professional development for school-based staff to lead and operate alternative academic programs for student achievement.

Coordinates educational services and monitors achievement of MCPS students placed at Noyes or other juvenile detention sites.

Serves on system-wide work groups and project teams as an advocate for effective and equitable alternative education, discipline, and restorative justice programs; serves as the MCPS representative to local, state, and national organizations and advocacy groups for alternative education.

Leads the development, implementation, and evaluation of equitable alternative education, behavioral health, and restorative practice programs and strategies to create equitable and welcoming learning environments and improve student achievement.

Supervises unit staff in the preparation and delivering of school-based professional development to ensure the delivery of high-quality professional development that promotes excellence and equity in student achievement.

Assists in preparation of annual operating budget recommendations for department; writes proposals for state and federal, or other relevant grants. Responds to requested special reports from Superintendent, Board of Education, County Council, or other agencies, as directed.

Maintains current knowledge regarding ongoing requirements of related federal, state, and local legislation and ensures the proper implementation and application of laws, regulations, and policies relevant to alternative education and school discipline. Interprets the programs to Board of Education, County Council, staff, and community.

Serves as a liaison to appropriate state and local agencies.

Collaborates with internal and external stakeholders to identify recommendations for new programs and assists with development of related projects designed to meet the diverse academic, physical, social and psychological needs of students.

Establishes and monitors program goals and student progress using local, state and accountability measures.

Oversees the provision of a free and appropriate education in the least restrictive environment based on an individualized education program for students with disabilities enrolled in alternative education programs and program sites.

Improves instruction in alternative school sites through the provision of a well-designed curriculum, high quality instructional materials, and the identification of effective instructional practices, including implementation of the MCPS curriculum.

Establishes partnerships among educators (including general and special educators), parents, other government agencies, nonprofit organizations, the community, and the business sector to promote the success of students enrolled in alternative programs in all aspects of MCPS and the community.
