SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, is responsible for the administration of the department, as well as providing leadership for the designing, planning, developing, implementing, and monitoring of countywide , regional , and local school college and career readiness instructional programs to include: Accelerated and Enriched Instruction, including Advanced Placement (AP) and International Baccalaureate (IB), Online Learning, Interim Instructional Services, Extended Learning Opportunities, Bridge Projects, Career and Postsecondary Partnerships (dual enrollment), Consortia Choice and Application Programs, Outdoor Environmental Education Programs, Foundation Trades Programs, Work-Based Learning, Career and Technology Education (CTE) programs, and technology education, engineering, and computer science. Provides leadership and supervision for department staff in program development and implementation as well as responsive improvements through program evaluation and direct supports to schools. Requires presentations to the Board of Education and frequent dialogue with community members, state officials, and media representatives. Oversees tutoring and summer school programming. Provides updates, guidance and support to principals regarding program implementation and planning. Conducts presentations to the Board of Education. Oversees Professional Learning for Teachers. Collaborates with district staff to ensure equitable opportunities for all students.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of college and career readiness programs of the Montgomery County Public Schools (MCPS); thorough knowledge of educational theory, research-based best practices, the Maryland College and Career Ready Standards, as well as other state and national standards. Knowledge of school improvement planning process. Ability to ensure a diverse student population equitable access to curricula and instructional programs. Ability to collect, analyze, and use data for program planning. Ability to support the department¿s vision, promote open communication, and collaboratively problem solve. Knowledge of curriculum design, implementation, and evaluation. Ability to use systems thinking to establish clear goals for program development. Writing and technology skills necessary for producing comprehensive reports and making presentations. Demonstrated ability to conceptualize, lead, and evaluate large scale projects. Excellent interpersonal skills built on communication and collaboration. Excellent oral and written communications and human relations skills. Knowledge and skills working with outside agencies. Knowledge and experience working with outside agencies preferred. Ability to provide direction to others and make independent judgments, keep and maintain accurate records, meet deadlines, communicate with individuals of varied cultural and educational backgrounds, work collaboratively with others, and possess strong oral and written communication skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree with focus in the area of curriculum and/or administration. Experience as a curriculum supervisor/director, school-based administrator, and/or principal; experience providing leadership in designing, planning, and implementing instructional programs. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Ability to prioritize and manage multiple tasks and lead a wide range of varied projects in a complex school system.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for Administrator I. Completion of Observing and Analyzing Teaching I or II, or completion within one-year of the position start date.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Provides leadership of district college and career readiness initiatives, including regional/countywide programs and local school programs.
2. Provides leadership for special programs including: Online Learning, Interim Instructional Services, Extended Learning Opportunities, Bridge Projects, Career and Postsecondary Partnerships (Dual Enrollment), Consortia Choice and Application Programs, Foundation Trades Programs, Work-Based Learning, Career and Technology Education (CTE) programs, and Outdoor Environmental Education Programs.
3. Provides leadership for curriculum and instruction in technology education, engineering, and computer science.
4. Provides leadership for Accelerated and Enriched Instruction (AEI), including Advanced Placement (AP) and International Baccalaureate (IB).
5. Provides leadership for grant-funded initiatives to envision and develop innovative high school models.
6. Establishes collaborative relationships with other MCPS offices, county agencies, higher education and business partners, as well as the Maryland State Department of Education (MSDE) that support the mission of the department.
7. Supports districtwide efforts in policy implementation such as grading and reporting and high school graduation requirements.
8. Participates in the selection and evaluation process for department staff; provides the necessary administrative and supervisory functions for appropriate leadership of the department staff.
9. Develops and manages the MCPS budget related to college and career readiness instructional program maintenance, development, and improvements.
10. Works with parent and community groups to solicit feedback and ongoing input in the development and implementation of instruction and programs.
11. Collaborates with other MCPS offices to ensure implementation of programs and in responding to parent/student appeals.
12. Collects and utilizes data to inform decisions and monitors department plans.
13. Collaborates with other offices and schools to develop and implement strategies to ensure that students concentrate and complete programs of study and eliminate disparities across student groups. Develops and presents information and programs to the Montgomery County Board of Education, professional staff, and community groups.
14. Actively promotes research and development to identify new and innovative programs and practices.
15. Leads districtwide development and implementation of online learning opportunities, including online credit courses, electives, other areas of student interest, career-related programming, and other innovative digital learning programs.
16. Works with community and school groups to build their knowledge of department programs.
17. Uses creative and critical thinking in department programs, staff management, and problem solving.
18. Supervises staff workload of all staff members in the department. Performs related duties consistent with the scope and intent of the position.
19. In alignment with MCPS core values, effectively supports work around equitable, culturally responsive instruction with the goal of ensuring academic success is not predictable by race, ethnicity, gender, socioeconomic status, language proficiency or disability.
20. Implements research-based practices that support the mitigation of learning disruption as a result of the COVID-19 pandemic.
21. Collaborates with district staff and external personnel to ensure rigorous and equitable opportunities for all students.
22. Oversees professional learning for teachers.
23. Performs division-level leadership duties and models the A&S Professional Growth System leadership standards; makes employment recommendations; implements the professional growth system at the division level including the evaluation of other administrative employees. Participates in budget preparation; assigns duties and schedules the work of others; develops division-level strategic plans that align with the school system's strategic plan; and promotes collaboration with stakeholders, the continuous improvement of products, services, and processes, and ensures the effective and efficient management of the division.
