SUMMARY DESCRIPTION OF CLASSIFICATION: Under the general direction of the associate superintendent of the Office of Technology and Innovation, coordinates the work of the Department of Student and Data Systems. Delegates, supervises, and deploys staff as necessary to meet the application development, deployment, and support needs of core systems, including the student information system, data warehouse, and other systemwide student and data systems. The primary function of this position is to lead the ongoing work of procuring, configuring, monitoring, and deploying enterprise student data solutions, including those that support scheduling, grading and reporting, student enrollment, state reporting data, student information, data archiving, and reporting. This position aligns the priorities of the department with the vision of the office and coordinates the work of this department with the other departments within the Office of Technology and Innovation.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: The director of Student Data Systems shall have demonstrated the skills and ability to manage both projects and staff, implement and integrate purchased or developed solutions, and model effective customer management practices. The director will confer with the office's leadership and staff in developing a clearly defined and articulated vision for how the department's enterprise software development and integration should be conducted. Knowledge and administration of the school system's employee professional growth systems is an essential element in the director's work to develop, empower, and provide timely feedback to staff. The director must possess a strong work ethic and a commitment to nurturing productive relationships with staff, colleagues, customers, and partners. Knowledge of a variety of technology architectures, software development lifecycle, application security, project/process management, and the operations of a large public school system is essential. Knowledge of a variety of instructional software architecture and solutions. Knowledge and application of the three MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree in technology or related discipline from an accredited college or university, with a Master's preferred. Significant experience in managing complex programs of services and support to users and in developing new technology solutions to meet changing customer needs. Experience with student data systems, deploying large-scale enterprise solutions on time and on budget. Proven experience in leading teams and in managing people. Familiarity with the MCPS Professional Growth Systems evaluation criteria and procedures.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Designs, develops, delivers, and enhances student and data products, systems, and platforms.

Directs the design, development and delivery of high-quality systems and solutions.

Collaborates with the associate, members of the leadership team and other MCPS staff and stakeholders in leading the ongoing configuration and management of student information, database reporting systems and architectures.

Leads and manages the department's development activities, costs, quality practices, and customer/stakeholder requirements.

Collaborates effectively with other directors to develop strategies, deliver solutions, and monitor work.

Ensures that infrastructure and resource supports are available for development teams and all department staff.

Assures continuous alignment of development plans and activity with established goals and priorities.

Directs, motivates and develops staff and teams.

Facilitates smooth workflow and ensures high standards and quality of technical work.

Reviews and analyzes existing applications programs and programs in development to ensure efficiency and effectiveness of those programs.

Reviews requests for program changes required to meet needs of departments required by the addition of new district programs and changes in legislation.

Prepares regular reports for the associate showing functioning of the system, status of program development and department needs.

Provides supporting information required for the preparation of annual budget figures for the department, including justifications for upgrading hardware, software, and resources needed to ensure timely response to needs of the office's established work program.

Demonstrates strong communication and leadership skills in a continuous improvement business environment.

Uses the MCPS professional Growth Systems to develop, support, and evaluate staff.

Performs related work as required.
