WORKING TITLE: Director, Department of Student Services GRADE: Q MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the associate superintendent, develops, coordinates, implements, administers, and evaluates a comprehensive program of student services, including pupil personnel, school psychology, counseling, school health, comprehensive student leadership, and the Positive Behavioral Interventions and Supports (PBIS) program. Monitors home instruction, residency, international student admissions office, alternative programs, psychological records, reports of suspected child abuse and neglect, and the implementation of the McKinney-Vento Homeless Education Assistance Act. Serves as a liaison to Montgomery County Government, community, and private agencies. Responsibilities include budget planning; development of policies and procedures for student services; hiring and evaluation; professional development; long-range program planning; establishing immediate priorities, and supervision and evaluation of staff members.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the Maryland State Department of Education (MSDE) and Montgomery County Public Schools (MCPS) policies, regulations, and procedures; the student services bylaw as well as federal and state legislation relating to the provision of student services. Knowledge of current trends and issues related to interagency services. Ability to plan, administer, and coordinate a countywide student services program. Ability to collect, analyze, and interpret data relative to student learning and adjustment problems. Ability to effectively work with others. Excellent skills in oral and written communication, organization, and interpersonal skills. Serves as system liaison for juvenile justice services and central lead on Collaborative Problem Solving, EMT, and Section 504. Develop, monitor and evaluate performance measures. Able to represent MCPS to others. Knowledge and application of the three MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university. Five years of successful teaching or related experience in counseling, pupil personnel work, social work, psychology, or school health. Three years of administrator experience required; three years as a school-based administrator is strongly preferred; three plus years of central administrator experience also will be considered. Administrator II requirements preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Must have successfully completed Observing and Analyzing Teaching I (OAT I) and OAT II preferred.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification or licensure requirements for one of the pupil service fields, including social work, guidance and counseling, school psychology and pupil personnel worker, and meets Administrator II requirements.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Some night and weekend work for which there is no additional compensation.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Collaborates with staff in the development of comprehensive student services teams at the local school level.

2. Develops and interprets policies and procedures which will assure compliance with the state student services bylaws and assures
effective functioning of student services individually and collectively at county, system, and school levels.

3. Supervises staff members in the coordination of student services with other community resources, agencies, and services.

4. Collaborates with directors and supervisors, principals, and central office in the delivery of student services.


5. Develops and maintains cooperative student services agreements and programs with other agencies and
non-profit groups.

6. Acts as liaison for the superintendent on matters related to student services, MSDE, and other private or public organizations.

7. Provides leadership in the development, direction, and coordination of residency, home instruction, international student admissions, counseling, psychological services, pupil personnel services, homeless students, PBIS, and provides input to the evaluation of these personnel.

8. Plans professional development programs to assist the staff in the understanding and effective use of the available student services.

9. Evaluates the effectiveness of student services and makes recommendations for more effective services to students.

10. Collects, analyzes, and interprets data and performance measures for dissemination to improve the delivery of student services.

11. Serves as system leader for the following: CPS, EMT, 504, Safe School Act.

12. Participates in the selection, assignment and evaluation of staff members.

13. Prepares an annual departmental operating budget with such supporting data as are necessary for clarification to the Superintendent and to the Board of Education¿reason for suspended and expelled students, student rights and responsibilities, home schooling, home and hospital teaching, writes/reviews policy and regulations, and responds to proposed legislation.

14. Performs other duties as assigned.
