SUMMARY DESCRIPTION OF CLASSIFICATION: Under the Associate Superintendent for the Office Special Education and Student Services, the director of Special Education Services ensures the provision of a Free and Appropriate Public Education for students with disabilities from birth to 21. This responsibility involves the development; design, implementation, and monitoring of special education services in collaboration with the Office of School Performance, and the Office of Curriculum and Instructional Programs to improve student performance and outcomes. The director of Special Education Services works closely with the Office of Organizational Development to identify, design, and implement training for general and special education teachers on effective instructional practices to improve student achievement. Knowledge of federal and state mandates is required to ensure the district's compliance with the Individuals with Disabilities Education Act.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the Code of Maryland Regulations (COMAR) (13A.05.05); the Individuals with Disabilities Education Act (IDEA); No Child Left Behind Act (NCLB) and other legislation that impacts students with disabilities; and Board Policy IOB - Education of Students with Disabilities. Demonstrated knowledge of the Maryland Voluntary State Curriculum, state standards and the Montgomery County Public Schools curriculum frameworks. Knowledge of researched based interventions and strategies required. Evidence of extensive experience in the management and oversight of the delivery of special education services in a large district. Must demonstrate the ability to work effectively with parents, administrators, school-based personnel and central office staff to improve the delivery of special education services and student outcomes. Must be able to make decisions in accordance with federal, state and district mandates. Excellent oral and written communication skills are required. Effective interpersonal and public relations skills are a perquisite to interface with the school system and community at large. Knowledge and application of the three MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with additional graduate course work in special education and administration/supervision. Demonstrated successful experience in providing leadership in the planning, development and implementation of the design and delivery of special education services. Knowledge of state standards and assessments required.
CERTIFICATE AND LICENSE REQUIREMENTS: Meet Maryland certification requirements for Administrators I. Certification in special education or related discipline is required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening and Board of Education and other school system meetings required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Manage departmental activities, including representing the department at community, Board of Education, County Council, and other meetings as required.

2. Prepare the annual special education operating budget and the Special Education Staffing Plan with supporting data as are necessary for the superintendent of schools and the Board of Education.

3. Develop, organize, and monitor department or unit processes as they relate to fiscal, staffing, data, grants, and educational programs/service delivery.

4. Manage and coordinate Medical Assistance, Autism Waiver, the special education data system, the central placement process, and non-public placements.

5. Assist in the allocation of resources, including staffing and funds for contracting, materials, staff development, and furniture/equipment to schools and units.

6. Oversee the preparation of detailed periodic project analysis, budget requests, and summaries for senior management.

7. Compile data for reports and responses to questions on operating budget and special education-related policy issues from senior management, the Board of Education, the Montgomery County Council, the Maryland State Department of Education, other governmental agencies, and the public.

8. Work with the Director of Special Education Services to design and administer continuing evaluation of programs and services, coordinate programs for students with disabilities throughout MCPS, and meet the requirements set by federal and state legislation for educating children and youth with disabilities.

9. Establish partnerships among general and special education administrators, other government agencies, the community, and the business sector to promote the success of students with disabilities in all aspects of MCPS and the community.

10. Manage daily office functions and supervision/evaluation of unit and office staff.
