SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Associate Superintendent, plans, coordinates, and maintains integrated fiscal, staffing, technology, grant, and data management systems for the Department of Special Education. Provides direct management and oversight for the Autism Waiver and Medical Assistance Projects, Legal Services, the central placement process, and equity and compliance. The Director of Operations works closely with the Director of Special Education Services to support schools and special centers, including the coordination, planning, monitoring, and evaluation of services designed to meet the requirements set forth by federal and state legislation for educating children and youth with disabilities and to ensure implementation of Our Call to Action: Pursuit of Excellence The Strategic Plan for the Montgomery County Public Schools. Oversees the management and use of federal funds provided for special education, the development of the annual operating budget, grant activities, and the special education staffing plan. Represents the department at various government and community functions.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the Code of Maryland Regulations (COMAR) (13A.05.05); the Individuals with Disabilities Education Act (IDEA), (P.L. 101-476), formerly the Education of the Handicapped Act (P.L. 94-142); the Americans with Disabilities Act; No Child Left Behind Act; other legislation that impacts students with disabilities; and Board Policy IOB - Education of Students with Disabilities. Demonstrated leadership ability to manage and deliver large-scale projects, to collect data/information and create necessary processes to manage the workflow of the department, to develop and maintain a variety of in-depth financial and fiscal records, to prepare reports in a clear and concise manner, and to work effectively with school administrators, executive staff, community groups and parents. Ability to exercise independent initiative to perform both original and recurring assignments. Must be able to make decisions in accordance with established procedures and practices, and exercise judgment in the absence of clear directives. Considerable knowledge of Continuous Improvement principles and practices. Excellent oral and written communication and interpersonal skills. Knowledge and application of the three MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university. Additional graduate coursework in special education and administration/supervision preferred. Demonstrated successful experience in providing leadership in the planning, development, and implementation of countywide policies, programs, budget, staffing, and procedures related to special education. Demonstrated experience with management, budgeting, and staffing. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for Administrator I certification. Certification in special education or related services provider highly desirable.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Manage departmental activities, including representing the department at community, Board of Education, County Council, and other meetings as required.
2. Prepare the annual special education operating budget and the Special Education Staffing Plan with supporting data as are necessary for the superintendent of schools and the Board of Education.
3. Develop, organize, and monitor department or unit processes as they relate to fiscal, staffing, data, grants, and educational programs/service delivery.
4. Manage and coordinate Medical Assistance, Autism Waiver, the special education data system, the central placement process, and non-public placements.
5. Assist in the allocation of resources, including staffing and funds for contracting, materials, staff development, and furniture/equipment to schools and units.
6. Oversee the preparation of detailed periodic project analysis, budget requests, and summaries for senior management.
7. Compile data for reports and responses to questions on operating budget and special education-related policy issues from senior management, the Board of Education, the Montgomery County Council, the Maryland State Department of Education, other governmental agencies, and the public.
8. Work with the Director of Special Education Services to design and administer continuing evaluation of programs and services, coordinate programs for students with disabilities throughout MCPS, and meet the requirements set by federal and state legislation for educating children and youth with disabilities.
9. Establish partnerships among general and special education administrators, other government agencies, the community, and the business sector to promote the success of students with disabilities in all aspects of MCPS and the community.
10. Manage daily office functions and supervision/evaluation of unit and office staff.
