SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Division of Teaching and Learning, Department of Academic Programs, is responsible for the administration of the department, as well as providing leadership for the designing, planning, developing, implementing, and monitoring of countywide , regional , and distance learning programs to include: Online Learning, Blended Learning Program, Interim Instructional Services, Outdoor Environmental Education Programs, Career Readiness Education Academy Plus, Summer School, and Out of School Time. Serves as lead for equitable access to district academic programs including analysis of program access and the development and implementation of a framework for equitable program access. Provides leadership and supervision for department staff in program development and implementation as well as responsive improvements through program evaluation and direct supports to schools. Requires presentations to the Board of Education and frequent presentations to and dialogue with community members, local and state officials, and media representatives. Provides updates, guidance and support to principals regarding program implementation and planning. Oversees related Professional Learning for Teachers. Collaborates with district staff to ensure equitable opportunities for all students. PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening Board of Education meetings, Parent Teacher Association presentations, award ceremonies, and other programs may be required.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of academic programs of the Montgomery County Public Schools (MCPS); thorough knowledge of educational theory, research-based best practices, including distance learning, the Maryland College and Career Ready Standards, as well as other state and national standards. Knowledge of school improvement planning process. Knowledge and understanding of the Blueprint for Maryland’s Future requirements and goals. Ability to ensure a diverse student population equitable access to academic programs. Ability to collect, analyze, and use data for program planning, monitoring, and evaluation. Ability to support the department’s vision, promote open communication, and collaboratively problem solve. Ability to use systems thinking to establish clear goals for program development and placement. Ability to manage budgets, reporting, procurement, and legal processes. Writing and technology skills necessary for producing comprehensive reports and making presentations. Demonstrated ability to conceptualize, lead, and evaluate large scale projects. Excellent interpersonal skills built on communication and collaboration. Excellent oral and written communications and human relations skills. Knowledge and skills working with outside agencies.Knowledge and experience working with outside agencies preferred. Ability to provide direction to others and make independent judgments, keep and maintain accurate records, meet deadlines, communicate with individuals of varied cultural and educational backgrounds, work collaboratively with others, and possess strong oral and written communication skills.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Master's degree with focus in the area of curriculum and/or administration. Minimum three years’ experience as a program supervisor/director, school-based administrator, and/or principal; experience providing leadership in designing, planning, and implementing instructional programs. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Ability to prioritize and manage multiple tasks and lead a wide range of varied projects in a complex school system.CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for Administrator I. Completion of Observing and Analyzing Teaching I or II, or completion within one-year of the position start date.

Collaborate with District Operations and other divisions regarding the boundary studies, transportation, and other operational needs related to the provision of equitable access to programs,Provides leadership for special programs including: Online Learning, Blended Learning Program, Interim Instructional Services, Extended Learning Opportunities, Bridge Projects, Career and Postsecondary Partnerships (dual enrollment), Consortia Choice and Application Programs, Outdoor Environmental Education Programs, Career Readiness Education Academy Plus, Summer School, and Out of School Time, Foundation Trades Programs, Work-Based Learning, Career and Technology Education (CTE) programs, and technology education, engineering, and computer science.Provides leadership for local and grant-funded initiatives to envision and develop innovative and flexible secondary school models to meet the needs of all students including students receiving special education services and Emergent Multilingual Learners.Establishes collaborative relationships with other MCPS offices, county agencies, higher education and business partners, as well as the Maryland State Department of Education (MSDE) that support the mission of the department.Implements related Blueprint for Maryland’s Future requirements, including reporting, and goals.Oversees the completion of all MSDE required reporting and ensures alignment to MSDE standards, regulations, and other requirements.Develops, oversees, manages, and monitors the MCPS budget related to PK-12 curriculum program maintenance, development, and improvements to ensure alignment with approved budgets and advocating for adequate funding to support curriculum needs.Supports districtwide efforts in policy implementation such as grading and reporting and high school graduation requirements.Participates in the selection and evaluation process for department staff; provides the necessary administrative and supervisory functions for appropriate leadership of the department staff.Works with parent and community groups to solicit feedback and ongoing input in the development, implementation, and strategic placement of academic programs.Collects and utilizes data to inform decisions and monitors department plans.Collaborates with other offices and schools to develop and implement strategies to ensure that students have equitable access to high quality programs and to eliminate disparities across student groups.Develops, presents information to the Montgomery County Board of Education, professional staff, and community groups.Actively promotes research and development to identify new and innovative programs and practices.Leads districtwide development and implementation of online learning opportunities, including online credit courses, electives, other areas of student interest, career-related programming, and other innovative digital learning programs.Works with community and school groups to build their knowledge of department programs.In alignment with MCPS core values, effectively supports work around equitable, culturally responsive instruction with the goal of ensuring academic success is not predictable by race, ethnicity, gender, socioeconomic status, language proficiency or disability.Oversees related professional learning for teachers.Performs division-level leadership duties and models the AS Professional Growth System leadership standards; makes employment recommendations; implements the professional growth system at the division level including the evaluation of other administrative employees.Participates in budget preparation; assigns duties and schedules the work of others; develops division-level strategic plans that align with the school system's strategic plan; and promotes collaboration with stakeholders, the continuous improvement of products, services, and processes, and ensures the effective and efficient management of the division.
