SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides leadership for the implementation of instructional programs and special services in high schools to ensure accountability for the Montgomery County Public Schools strategic plan and targets. Directs the implementation of the Board of Education Policy IED: Framework and Structure of High School Education. Consults with subject coordinators in the design of curriculum in the design of curriculum for high school. Articulates the high school regulations and procedures to school personnel, parents, and community leaders. Provides support and direction to schools, including developing and disseminating practices and strategies for implementing the high school instructional program to enhance student learning and performance on local, state, and national assessments. Provides leadership for the design and implementation of professional development that promotes the use of innovative and research-based instructional and assessment strategies to meet the diverse needs of the high school student. Provides liaison to high school principals on curriculum and program implementation issues.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS organization and administration, policies and procedures, the strategic plan, MCPS curriculum, MCPS and MSDE testing and program evaluation procedures, and state and federal regulations and laws related to high schools. Thorough knowledge of current high school educational principles and practices in curriculum, instruction, and assessment. Ability to articulate a clear vision for achieving success for every student in high schools. Ability to assess program needs; develop short- and long-range plans; coordinate program implementation through various school system departments. Ability to coordinate and lead staff training. Ability to observe and monitor effective instruction to ensure a high-quality education exists in every high school. Ability to infuse technology in curricula to support instruction and to use computer applications as office tools. Ability to motivate, encourage, and work with a diverse staff to ensure outstanding performance and high morale. Exemplary interpersonal skills. Excellent written and oral communication skills. This position requires the knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals Administrative and Supervisory Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with an emphasis in supervision, administration, or curriculum and instruction. Doctor's degree desirable. Outstanding teaching or administrator experience at the high school or central services level. Experience as an administrator. Experience in directing, supervising, and evaluating staff. Demonstrated leadership and broad experience working effectively with diverse staff. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for principal or administrator I.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Availability to occasionally work weekends and evenings to make presentations and attend meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Provides leadership for the implementation and monitoring of Board of Education Policy IED: Framework and Structure of High School Education. Assess progress toward full implementation of the high school policy.
2. Provides support and direction to principals for the successful implementation of all instructional programs.
3. Develops instructional practices that address a wide range of academic abilities and address the physical, social, and emotional differences among students in order to foster intellectual growth.
4. Meets regularly with high school principals and other instructional leaders to facilitate discussion of issues and model use of innovative and effective problem solving, decision making, school improvement planning, data analysis,and structures and processes to observe and monitor a rigorous instructional program.
5. Conducts long-term planning with principals to assist with the implementation of the high school policy and other MCPS policies. Assesses needs for new or special programs.
6. Develops inventive and creative approaches to staff training to assure positive impact on student achievement.
7. Collaborates with Department of Curriculum and Instruction and Office of the Chief Technology Officer to ensure development and implementation of curriculum that integrates technology and that addresses the unique needs of the adolescent learner.
8. Communicates with parent and community organizations and agencies to ensure ongoing two-way communication. Serves as a liaison between central office and schools, MCPS and MSDE, and among schools.
9. Assists in the selection of leadership staff in high schools.
10. Prepares written reports, correspondence, and presentations for the Board of Education, community, and schools regarding implementation of the program at high schools.
11. Performs related work as required.
