WORKING TITLE: Director, Elementary School Instruction GRADE: P MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides leadership for the implementation of instructional programs and special services in elementary schools to ensure accountability for Success for Every Student (SES) outcomes. Directs the implementation of Board of Education policies that pertain to implementation of instructional programs in elementary schools. Consults with program supervisors in the design of elementary school curriculum. Articulates school policies to school personnel, parents, and community leaders. Provides support and direction to schools, including developing and disseminating practices and strategies for implementing elementary school programs to enhance student learning and performance on local, state, and national assessments. Provides leadership for the design and implementation of staff training that promotes the use of research-based instructional and assessment strategies. Provides liaison to elementary school principals on instructional and program implementation issues.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of local policies and procedures, MCPS and MSDE testing and program evaluation procedures, and state and federal regulations and laws related to elementary schools. Thorough knowledge of elementary school principles and practices in curriculum, instruction, and assessment. Ability to articulate a clear vision for achieving success for every student in the elementary schools. Ability to assess program needs; develop short and long-range plans and coordinate program implementation through various school system departments. Ability to direct and lead staff training. Ability to direct the development of interdisciplinary curriculum that infuses technology in curricula to support instruction. Ability to use computer applications as office tools. Ability to motivate, encourage, and direct a diverse staff to ensure outstanding performance and high morale. Exemplary interpersonal skills. Excellent written and oral communication skills. This position requires the knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP) Administrative and Supervisory Professional Growth System (MCAAP PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with an emphasis in supervision, administration, or curriculum and instruction. Doctor's degree desirable. Considerable outstanding teaching or related experience at the elementary school level. Experience in directing, supervising, and evaluating staff. Demonstrated leadership and broad experience working effectively with diverse staff. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisor and principal or administrator I.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Availability to occasionally work weekends and evenings to make presentations and attend meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Provides leadership for the implementation and monitoring of Board of Education policies and the Success for Every Student Plan at the elementary school level. Assesses progress toward full implementation of elementary policies and instructional programs.
2. Provides direction and support to principals for the successful implementation of all instructional programs.
3. Directs the development of instructional practices that address a wide range of academic abilities and address the physical, social, and emotional differences among students in order to foster intellectual growth.
4. Meets regularly with elementary school principals and instructional leaders to facilitate discussion of issues and model use of innovative and effective problem solving and decision making.
5. Conducts long-term planning with principals to assist with the implementation of the elementary school instructional programs. Assesses needs for new or special programs.
6. Directs the development of inventive and creative approaches to staff training to assure positive impact on student achievement.
7. Directs collaborative development and implementation of curriculum that integrates technology and that addresses the unique needs of pre-K through Grade-5 students.
8. Communicates with parent and community organizations and agencies to ensure ongoing two-way communication. Serves as a liaison between OIPD and schools, MCPS and MSDE, and among schools.
9. Assists, as requested, in the selection of leadership staff in elementary schools.
10. Prepares written reports, correspondence, and presentations for the Board of Education, community, and schools regarding implementation of the instructional programs at elementary schools.
11.Performs related work as required.
