SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director, Department of Student Services, develops, coordinates, implements, administers, and evaluates a comprehensive program of student services, including school counseling, residency, and international student admissions. Serves as a liaison to Montgomery County government, the Maryland State Department of Education (MSDE), institutions of higher education, community service agencies, and businesses. Responsibilities include: hiring and evaluation of staff; developing and coordinating in-service professional development activities and workshops; supervising the staff responsible for evaluating transcripts for grade placements and reviewing residency documents of international students seeking enrollment in Montgomery County Public Schools (MCPS); providing enrollment information to schools; working with principals and their staff on placement issues and foreign exchange programs; collaborating with English for Speakers of Other Languages (ESOL)/Bilingual and School Health Services to synchronize services for international students; developing procedures and reports regarding international students; cooperating with local and national government agencies; preparing reports, and disseminating information regarding the trends in the international student population; participating in meeting with other local school districts to ensure foreign transcripts are uniformly interpreted and evaluated; and providing information on enrollment procedures to parent groups and community organizations. Works closely and in coordination with the Residency unit and other units within student services and within the school system. The director assists in the selection of secondary resource counselors and of elementary and secondary counselors K to12 and supports principals in the evaluation of counselors as appropriate. Monitors the implementation of school counseling programs, and confers with staff to provide feedback for essential program improvements. Provides student enrollment information to schools; works with principals and their staff on student placement and foreign exchange programs; collaborates with ESOL and School Health Services to obtain health services for international students; coordinates procedures and reports regarding international students in partnership with local and national government agencies; prepares reports, and disseminates information regarding the international student population trends; participates in meetings with other local school districts to ensure foreign transcripts are uniformly interpreted and evaluated; provides information on enrollment procedures to parent groups and community organizations. Understands the McKinney-Vento Homeless Assistance Act, policies, and procedures. Is capable of writing grant applications and managing unit budget and monetary funds.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Has a thorough knowledge of the MSDE and MCPS policies, regulations, and procedures as related to school counseling, residency, and international admissions; thorough knowledge of guidance and school counseling program design, delivery, and management models and processes; knowledge of career and technology education and of college planning; thorough knowledge of developmental needs of students, including ethnic or linguistic minorities; thorough knowledge of federal and state laws regarding immigration and understands both MCPS policy and regulations regarding all aspects of enrollment and residency. Has the ability to speak at least one foreign language. Has the ability to competently and constructively communicate with parents, local, national, and international agencies. Has the ability to manage office staff, records, financial accounts, and grant funding. Ability to lead and motivate staff, to plan and implement professional development activities, ability to use computer and other technology to maintain enrollment information and provide information to schools; and the ability to set school counseling priorities. Skilled in staff and program supervision, and adult training techniques; excellent human relations skills with the ability to establish good relationships with many different types of individuals and groups; excellent oral and written communication skills with ability to speak effectively to both large and small groups; and excellent organizational skills. The ability to synthesize and summarize information.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in school counseling, and/or educational program and policy development, doctorate desirable. Extensive experience as a teacher and/or counselor including demonstrated leadership in assessing student needs; planning, developing and implementing programs; evaluating program effectiveness; and in planning and conducting staff training for professional development. Three years administrative and/or supervisory experience required. Experience in working with students and parents from other cultures; or any combination of applicable education, training, and experience, which provide the knowledge, abilities and skills necessary to perform effectively in the position.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for school counselor and supervisor of school counseling services. Meets state certification for administration/supervision or Administrator I. Observing and Analyzing Teaching I and II preferred, or other related areas.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supervises the work of School Counseling, Residency, and International Admissions (SCRIA) professional and supporting services staff members.
Selects, supervises, and evaluates SCRIA staff and ensures the effective and efficient management of the unit
Maintains and disseminates annual enrollment data pertaining to international students and scholarship monies.
Assesses needs for school counseling services, which will enable students to achieve to their fullest potential in the educational program, K to 12.
Establishes a school counseling philosophy, goals and objectives, and program for each educational level, along with models for the delivery of services.
Designs and develops a program and makes regular improvements to assure high quality school counseling, residency, and international admissions services at all levels.
At the principal's request, supports the principal in the evaluation of resource counselors and school counselors.
Plans, develops, and coordinates credit and noncredit courses and workshops for counselors and school based administrators to support school counseling program implementation.
Maintains collaborative liaison with community service agencies, assuring the appropriate utilization of their services by schools.
Evaluates the unit programs, plans for, and implements improvements as needed.
Conducts school site visits, and shares information with school principals and the Department of Student Services as appropriate.
Maintains liaison with the Maryland State Department of Education, colleges and universities, and professional organizations, carrying out collaborative efforts that will be beneficial to MCPS.
Assures residency and VISA verification, transcript review, and recommended placement of international students who enter MCPS.
Works cooperatively with other MCPS units and county agencies to provide assistance to students and parents of international students.
Writes grant applications, manages monetary funds, and is well-informed about the McKinney-Vento Homeless Assistance Act, policies and procedures, and other monetary
Prepares contracts and monitors the operation of the Hispanic Hotline.
Trains st aff members in policies and procedures related to school counseling, residency, and international admissions.
Serves as a resource to parents who have questions/issues regarding the enrollment of international students and resolves their issues/complaints.
Performs related work and other tasks as required.
